This inquiry involves, among other things,

Installation of concrete walls/foundations and flood embankments along Ottaelva

Intake and outlet constructions for Fjukenbekken

A new walkway with lighting will be established along the top of the flood embankment

3 pump stations (P1, P2 and P3).

Alteration/new installation of cables and pipelines.

Reconstruction of county road 15 with accompanying foot and cycle paths.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT. A documentation requirement is a tax certificate not older than six months calculated from the tender deadline. For Norwegian tenderers, a tax certificate means a tax and VAT certificate issued by the Tax Collection Office via Altinn. Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director or person in charge of finances.

Tenderers must not be a unit that is affected by the ban in paragraph 8n in the Ukraine Sanction Regulations. Tenderers must complete a self-declaration regarding their relationship to the applicable sanction legislation.

Tenderers must be a legally established company. Company certificate for Norwegian tenderers who are not required to submit a company certificate with the tender offer. The contracting authority will obtain a company registration certificate itself for Norwegian tenderers from the Brønnøysund Register. Foreign tenderers must attach confirmation that they are registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have the sufficient financial strength to fulfil the contract. Tenderers must submit Annual Financial Statements including notes with the Board's and auditor's reports from 2021, 2020 and 2019. Norwegian tenderers are not required to submit Annual Financial Statements with the tender offer. The contracting authority will obtain Annual Financial Statements itself from the Brønnøysund Register for Norwegian tenderers.

The contracting authority reserves the right to carry out a credit assessment from a recognised credit evaluation company, such as Bisnode or a similar company. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Requirement. Tenderers must have sufficient implementation ability to fulfil the contract.

Documentation requirement. A short general description of the company shall be given, including

A description of the tenderer's average annual workforce and the number of employees in management during the last three years.

A description of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract. Machines that are used must not be older than 10 years, and the machines must comply with Euro 5 and Euro 6.

A description of the proportion of the contract that the tenderer is considering to sub-contract out.

Requirement: Tenderers must have good experience from relevant and comparable deliveries including piling, management of ground water and work with tele in the ground.

Documentation requirement: Description of the tenderer's 3 most relevant and comparable assignments during the last 5 years.

Tenderers must substantiate compliance by completing the attached template for reference descriptions; see the annex - Reference Descriptions. Tenderers are asked to attach any available signed attestations from previous assignments.

Requirement. Tenderers must have a documented and implemented satisfactory quality assurance/management system.

Documentation requirement: A concise description of the tenderer's quality assurance/management system.

The description must however be so detailed that the contracting authority can undertake an independent evaluation of whether the tenderer's quality assurance system can be considered well-functioning for this contract.

If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certificate, it is sufficient to attach a copy of the valid certificate.

Requirement. Tenderers must have a documented and implemented environmental management system.

Documentation requirement. A brief description of the tenderer's environmental management system that the tenderer will use to fulfil this contract.

The description must however be so detailed that the contracting authority can undertake an independent evaluation of whether the tenderer's environment management system can be considered well-functioning for this contract.

If a tenderer is certified in accordance with ISO 14001 or its equivalent, it is sufficient to provide a copy of a valid certificate.

Requirement. Tenderers must have a documented and implemented HSE system.

Documentation requirement. Tenderers must submit a table of content, and a brief description of its HSE system. The response must state that the system will satisfy the requirements of the Internal Control Regulations.
