Skyss is Vestland County's mobility unit that develops, plans, procures, and markets the public transport services that Vestland County is responsible for.
Skyss awards contracts for driving buses, light rail, fast boats and ferries in Vestland after tender contests.
Skyss would like tenders for the operation of a pilot scheme for booked transport in the Tertnes area. The pilot scheme includes the operation of a vehicle with a driver and complete system for transport bookings and automatic planning of transport. Skyss would like to award a contract that includes the entire service (system, material, and driver), and will only enter into a contract with one tenderer. Sub-tenders with a separate evaluation and ranking for the system and operation are not allowed.

The main aim of the booked transport in Tertnes is to have an offer that is suitable for the elderly and other persons who require facilitated transport. We would like the target group to use this offer to make it easier for them to access service functions/activities in the area where the service is in operation. The execution of the assignment must facilitate this. The offer must be executed as a supplement to the ordinary bus routes in the area.

The contract will be valid from 5 October 2022 for driving for 2 - two - years. The contracting authority will have an option to extend the framework agreement for a further 1+1 year.
Varighet: 48 måneder
Beskrivelse av opsjoner:
The start-up date for the contract is from 05.10.2022. The contract period is 2 years from the start-up date.
The contracting authority has an option to extend the contract for a further 1+1 year, to a maximum total of 4 years (48 months). The duration in point II 2.7 therefore includes the options.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation: Norwegian tenderers:

Foreign tenderers:
Proof that the company is registered in the trade register or company register as mandated in the legislation of the country where the tenderer is established.
Groups of tenderers:
If a group of tenderers is considering to submit a tender together, a legal company with joint and several liability must be established before the contract is signed.

Requirement: Tenderers must have sufficient economic and financial strength to fulfil the contract. Documentation: Annual accounts
The tenderer´s annual accounts including notes with the board´s and auditor´s report for the last three accounting years.
If the auditor approved accounts for 2021 are not available, the provision accounts for 2021 will be sufficient.

Credit Rating
The contracting authority reserves the right to carry out a credit check with the help of an independent credit rating company. Financial strength will be evaluated in relation to turnover, operating profit margin, equity share and liquidity.
If a tenderer, due to valid reasons, cannot present the requested documentation, he can prove his economic and financial position with other documentation that the contracting authority can accept.

*Requirement: Tenderers must fulfil the terms for performing passenger transport in accordance with the Professional Transport Regulations dated 26 March 2003 no. 401. Documentation: Proof that the resources that will carry out the transport fulfil the requirements.

*Requirement: Tenderers must have the sufficient implementation ability and capacity to provide the required services.
Tenderers must have a sufficient number of vehicles at their disposal for this contract.
Documentation: A brief and overall description of the company including:
- A description of the company's general organisation and number of employees.
- Core competence related to the delivery.
- Number of relevant vehicles
- If relevant: A description of how much of the contract the tenderer is considering to outsource to sub-suppliers.
*Requirement: Tenderers must have sufficient experience from similar transport services. Similar experience can be experience with transporting passengers, such as experience from scheduled bus routes and taxi transport/school transport/patient transport. Documentation: The tenderer's references for relevant assignments in the last 3 years. The references must, as a minimum, include the information requested in Annex D, which must be completed and attached.
