The procurement will start with this qualification. In this phase we will assess tenderers' qualifications. All qualified tenderers will be invited to submit a tender in the contest. All invited tenderers that then submit a tender will have them evaluated before the contracting authority sends out invitations to negotiations. The negotiations can be held in several phases in order to reduce the number of tenders that are negotiated. An initial reduction of the tenders can be made prior to the negotiations. The reduction of the number of tenders that will be negotiated will be based on an assessment of the award criteria, cf. the Public Procurement Regulations § 23-11. The contracting authority reserves the right not to negotiate on tenders that are not assessed to be appropriate, cf. Public Procurement Regulations § 23-7 (5). Skyss would like tenders for a digital flexible transport booking system. The goal is that the system will be a permanent system in Skyss' system architecture and will be a complete system for handling transport bookings and automatic transport planning. The procurement also has an option for a planning and analysis module, which tenderers can offer if they have developed this. This module will not be weighted when the tenders are evaluated. The contract duration will be 3 (three) years calculated from the delivery day. The contract will then be automatically renewed for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date. The tenderer can terminate the contract with 12 (twelve) months notice prior to the contract renewal.

The procurement also has an option for a planning and analysis module, which tenderers can offer if they have developed this. This module will not be weighted when the tenders are evaluated.

Tenderers must be a legally established company. Documentation:
• Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre*.
• Foreign tenderers: Proof that the tenderer is registered in the trade or business registry as prescribed in the legislation of the country in which the tenderer is established
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Documentation: The contracting authority will, as a starting point, obtain a credit rating of the tenderers. Credit rating based on the most recent financial figures. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

The contracting authority reserves the right to obtain the tenderers' annual accounts including notes with the board and auditor's reports from the last year*.
Foreign tenderers are asked to submit their annual accounts, including any notes with the board and auditor's reports from the last two years.
If a tenderer, due to valid reasons, cannot present the requested documentation, he can prove his economic and financial position with other documentation that the contracting authority can accept.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have experience from equivalent assignments in the last 3 years. Documentation: A description of the tenderer's 3 most relevant assignments in the last 3 years. The description must include information of contract value, date and recipient (name, telephone no. and e-mail address).

References may be contacted if necessary to clarify the relevance of the assignment. However, it is still the tenderer's responsibility to substantiate relevance through the description. Tenderers must use the reference form in Annex 4.
Requirement: Tenderers must have relevant quality assurance measures. The main tenderer cannot rely on other suppliers to fulfil this requirement. Documentation: Description of quality assurance measures.
If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certification, it is sufficient to attach a copy of the valid certificate.
