Trondheim Municipality invites tenderers to an open tender contest for a framework agreement for fire protection courses, first aid courses and life saving courses for the municipality´s entities.
Fire protection courses, theories and practical exercises for health buildings in risk class 6 that cover:
- Evacuation with focus on the unit’s fire instructions/internal routines, including evaluation
- Practical fire extinguishing exercises/alarm exercises Fire protection course, theory and practical exercises for other entities including growth and education
First aid courses
- First aid courses for health buildings in risk class 6
- First aid courses for other units including growth and education
Lifesaving course for all units including growth and education cf. Regulations of the Education Act § 12-1.
- Lifesaving courses, both for swimming pools indoors and for water outdoors.
All units in Trondheim municipality can use the contract.
The courses must be held when required by the contracting authority.

Requirement: Tenderers must be a legally established company. Documentation: Norwegian companies: Company registration certificate. Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Documentation requirement: Credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The evaluation will be based on the last known fiscal figures with an indication of how the credit rating has developed during the last three years. The evaluation must be issued by a company with a credit information licence from the Norwegian Data Protection Authority. See www.datatilsynet.no. The result of the credit appraisal shall be stated as a categorised score (letter of number) against a defined scale. Recently established tenderers must substantiate the financial capacity for the implementation of the assignment or other documentation, e.g. accounting figures and a bank guarantee.

Minste nivå(er) av standarder:

Requirement: Tenderers must have the economic and financial capacity to carry out the assignment. Tenderers must be credit worthy, minimum class A. Creditworthiness against a guarantee is not accepted. For recently established tenderers, a certificate showing score A/N is sufficient.

Teknisk og faglig kapasitet:

Requirement: The tenderer shall have experience from similar deliveries. Documentation requirement: An overview of the most important course assignments carried out by the tenderer in the last three years, as well as information regarding the contract value, date of delivery or execution and name of the recipient. Requirement: Tenderers must use environmental management measures whilst implementing the contract. Documentation: Description of environmental management measures. A self-declaration on the environmental system attached to the tender documentation can be used as documentation. A certificate of certification, for example EMAS or ISO14001, will be accepted as documentation. Requirement: Tenderers must have a well-functioning quality assurance system/quality management system. Documentation: Statement of quality assurance system/quality management system. If the company is

certified, a certification certificate must be attached. Requirement: The tenderer must have good staffing to execute contract.

Documentation requirement: A description of the average annual workforce that has carried out equivalent course assignments in the last 3 years in the Trondheim region.

Requirement: Tenderers must have a good implementation ability for assignments described in the tender documentation.

Requirement: Tenderers must use environmental management measures whilst implementing the contract.

Requirement: Tenderers must have a well-functioning quality assurance system/quality management system.

Requirement: The tenderer must have good capacity to fulfil the contract.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The tenderer's employees and any sub-suppliers directly involved in the implementation of the contract must have wage and working conditions that are not worse than what is stated in a universal tariff agreement. For areas covered by the regulations on a general tariff agreement, the supplier shall ensure that employees at the supplier and any sub-suppliers who directly contribute to fulfilling this contract have wage and work terms in accordance with the nationwide tariff agreement for the relevant business sector. Wage and working conditions are in this context defined as provisions on minimum working hours, wages, including overtime supplements, shift and rota supplements and inconvenience supplements and coverage of expenses for journeys, food and lodgings, to the degree that such provisions are included in the tariff agreement.
