After a thorough review of all received tenders, NMBU has concluded that we unfortunately must cancel the tender contest. We see that the award criterion 3.2.3.1 b gives us unlimited discretion, which is contrary to the PPR § 18-1 (5). An evaluation of the award criterion would also have resulted in a breach of § 4 of the PPR, the basic of non-discrimination, predictability and verifiability.
