Evaluation of Norwegian international climate and forest initiative's civil society support scheme

Norway’s International Climate and Forest Initiative (NICFI) has been in operation since 2008, with the aim of reducing carbon emissions from deforestation and forest degradation in developing countries. NICFI represent a central initiative within Norwegian development aid. Since the beginning of the initiative, approximately NOK 5.9 billion, has been allocated to, or through, civil society organisations. Approximately NOK 4 billion of that funding has been managed by Norad through the Civil Society Support Scheme, allocated by four rounds of competitive bidding, covering the periods 2009-12, 2013-15, 2016-20 and 2021-25.
The main purpose of this evaluation is to provide the Ministry of Climate and Environment with information that can be used to adjust Norad’s management of the civil society support scheme, improve effectiveness of the ongoing implementation of the Civil Society Support Scheme (2021 -2025) and for planning future Civil Society Support Scheme (if decided).

The assignement has a timeframe of 1500-1800 consultancy hours, and shall be conducted by june 2023.

Egnethet til å utøve yrkesvirksomheten:
Legally established company.
The tenderer must enclose a company certificate or register printout (sole proprietorship) from the register of legal entities.
Tax certificate.
Norwegian providers must enclose a tax certificate for tax, employer's contribution and value added tax. Such a certificate can be obtained in Altinn. The tax certificate must not be older than 6 months from the expiry of the deadline for submission of tenders.
