The Ministry of Trade, Industry and Fisheries (NFD) would like to enter into a contract for external assistance with an evaluation of BarentsWatch (BW), which is a uniform information system for the Norwegian Sea and coastal areas. BW is part of the Norwegian Coastal Administration and is mainly financed from NFD's budget.
The estimated contract value is between NOK 1.5 million to NOK 2 million, excluding VAT. The estimated value is not binding for the contracting authority. The review is estimated to take approx. one year. For a more detailed description of the assignment, see annex 1 of the contract (the contracting authority’s description of the assignment).

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. Requirement:
Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation:
A description of the tenderer's up to four most relevant assignments in the last three years, together with information on the contracts' values, dates of deliveries or execution, and names of recipients. Relevant assignments means assignments that show experience with analyses and assessments within one or more of the following fields: Evaluation of government measures, organisation of government entities, department and performance management, constitutional responsibility, financing in government entities, socio-economic analyses, digitalisation and ICT security. Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.
