Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered splitting the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is not suitable.

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.

The framework agreement period is from and including 2022-04-01 until and including 2024-03-31. Option for 2 years extension for 12 months at a time for the contracting authority.

The contracting authority shall enter into an agreement with 3 or more tenderers, if a sufficient number of qualified tenderers submit tenders.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.

Tax and VAT certificates

The tenderer must have the tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations regarding payment of VAT, tax, and social security contributions in the country where the tenderer/contractor has its headquarters (the Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, former RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate shall not be older than 6 months from the tender deadline. The contracting authority is not allowed to request the certificate if it has already presented. C.f the Regulations’ § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing

Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The Contracting Authority reserves the right to collect supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement: If the tenderer is dependent on other companies in order to fulfil this qualification requirement, an account thereof shall be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.
