The aim is to procure surgical consumables that can be described as an energy instrument for cutting (knife function) and sealing (closing function), which will be used in a number of surgical procedures and interventions in surgical departments in the participating health trusts in Helse Vest RHF. The contracting authority would also like to loan energy sources/generators out to participating trusts that are compatible with the offered consumables, with the accompanying trolleys that suit the loaned generators for the entire contract period. The number is, cf. the contest provisions point 1.3. The contracting authority would like to finance the loan of energy sources/generators with accompanying transport units through the procurement of consumables. A framework agreement and a loan agreement will be established, which will always cover the current need in the participating trusts, cf. the contest provisions point 1.4.

The procurement is split into three product groups (according to different technologies):
- Product group 1: :Bipolar energy instruments. Parallel tenders will not be accepted.
- Product group 2: Ultrasound energy instruments: The contracting authority will accept maximum 2 (two) parallel tenders as regards wire-based versus wireless technology. Cf. the contest provisions point 3.4
- Product group 3: Energy instruments that are based on a combination of the above-mentioned technologies. The latter are called combined technology instruments in this tender documentation. Parallel tenders will not be accepted. A tenderer can get a contract for one or more of the product groups. Contest provisions, point 1.3.

The annual consumption is estimated to 100 a year, and we would like to loan 1 generator to Helse Bergen HF under the applicable contract terms.
