Kort beskrivelse:
The primary task of the chemical index will be to see to the contracting authority's need for access to updated safety data sheets, so that information on the chemicals can be used for the safe handling, storage, and disposal of chemicals.
The electronic chemical index will function as an aid in compliance with the requirements in the law and regulations for hazardous substances, as well as to quality assure and make the systematic work of reducing risk when using chemicals more efficient.

Renewals are regulated by the government's standard contract SSA-L contract for continuing service procurements.

Egnethet til å utøve yrkesvirksomheten:
Requirement 2: Registration in a trade register or company register
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement 3: Tenderers are required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the contract period.
Minste nivå(er) av standarder:
Expanded credit rating/report, not older than 3 months, from a publicly certified credit rating company with score A (credit worthy) or equivalent or better. The report must be based on the last known fiscal figures. The date must be clearly stated.
Teknisk og faglig kapasitet:
Requirement 4 - Implementation ability
Tenderers are required to have an organisation that has the capacity to fulfil the contract.
Requirement 5 - Experience
Experience is required from at least 3 equivalent assignments in the last three years.
Equivalent assignments mean deliveries to public contracting authorities of a comparable size and organisational scope as Bærum Municipality, and which come under the same legislation on handling chemicals.
Requirement 6 – Quality management system
A good and well-functioning quality management system is required for the requested services
The concept of a quality management system is that i.a, the tenderer is aware of quality objectives, planning, security, handling of deviations, quality improvement and data security.
Requirement 7 – Environmental management system:
Systems and procedures are required that ensure low environmental impact when performing the delivery.
The environmental management system must, amongst other things ensure continual improvement of:
the organisation’s competence in environment and safety
the climate impact of the service.

Documentation Requirement
Requirement 4: A description of the tenderer's technical personnel or technical units the tenderer has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.
Requirement 5: A list of the three most important deliveries or services performed in the past three years, including information on the value, date, and name of the public or private recipients with contact information.
Requirement 6: An account of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or an equivalent certificate.
Requirement 7: An account of the tenderer's environmental management system, or a copy of a certificate for the environmental management system in accordance with ISO 14001:2015, Miljøfyrtårn [Eco-lighthouse], EMAS or equivalent certificate.
The contracting authority will accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates by the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.
