The contracting authority shall enter into an agreement for the purchase of electric power, which includes physical delivery and portfolio administration. The contacting authority's objective is to carry out power purchases in an efficient manner at a predictable and lowest possible cost over time. The procurement relates to the supply of electric power, management services, web portal and invoicing services, consultancy and follow-up during the agreement period. The contracting authority currently has no price hedging, but over time wants to develop a portfolio where a significant part of the annual consumption is secured. This will be vital to develop the management dialogue between the contracting authority and the supplier, based on analysis of the market situation at any given time. In the long term, it is assumed that a substantial share of energy consumption will be price-hedged.

The assignment includes management of the contracting authority's power portfolio during the contract period. The assignment entails the service provider having overall supervision of the portfolio, including conducting all electric power trade in connection with the portfolio. Hereunder, the supplier must conduct all physical and financial trade on behalf of the contracting authority during the contract period, discretionary administration

All supply of power must be delivered at spot prices, with the exception of volumes that, based on consultancy and strategic recommendations from the supplier, are secured after the conclusion of the agreement and during the agreement period.
