We would like the tenderer to make a system available that can be connected to the units that are installed at the floodlight sites. These are football pitches, lighted ski tracks, and any other local community facilities. New floodlight sites that are erected could also be part of the project.

Sports facilities:

These can consist of one or more football pitches, as well as an athletics track in some places. Some sites are divided into zones, so that it can be possible to control the floodlights on individual pitches (zone) and not the entire sports facility.

Local community facilities:

These are facilities or areas that are suitable for self-organised physical activity. The local community facilities can include different elements such as a volleyball pitch, cycle track, parkour installations, or other activity zones.

Lighted ski tracks:

These are ski tracks or a ski track with permanent lighting.

Registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification

Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Teknisk og faglig kapasitet:

Only for services: During the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years' experience and can take experience from the period before the last three years into consideration.

Technical personnel or technical entities.

Tenderers can command the following technical personnel or technical units, particularly those who are responsible for quality assurance: For technical personnel or technical units that do not directly belong to the tenderer's company, but is the capacity that the tenderer will rely on, cf. part II, paragraph C, particular ESPDs must be completed.

The following education and professional qualifications are held by the tenderer and / or (depending on the requirements given in the notice or in the procurement documents) by the senior executives.

Tenderers must have substantial and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. The references must as a whole show that the tenderer has the requested competence/experience to manage/carry out work within electrical installations and the operation/maintenance of lighting control systems (the cloud service). The attached reference form must be filled in and attached to the tender.

Tenderers are required to have sufficient technical resources and capacity to fulfil the assignment in accordance with the contracting authority´s needs. Information must be included on who will carry out the electrical installation and operation/maintenance of the lighting control system (the cloud service). Documentation: Tenderers must attach an overview (organisation chart for the project) of the personnel and sub-suppliers with technical/professional competence that is relevant for carrying out this delivery. Tenderers must attach information on what the tenderer intends to carry out itself and which sub-suppliers will be used for other professional work/areas of responsibility mentioned above. The attached template for a commitment statement must be filled in and attached to the tender. All the stated resources must have sufficient capacity in the contract period to be used as described.

Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment. Documentation: Tenderers must attach an overview (CV) of the experience and professional qualifications held by managerial group and/or key personnel that will be responsible for the assignment. This applies for the person who will be the project manager within electrical installations and the project manager for the operation/maintenance of the lighting control system (the cloud service) in the project.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The procurement of units and the installation will be regulated by the attached framework agreement for supply contracts with annexes. The government's standard contract for continuing service procurements over the internet, SSA-L with annexes will apply for the actual cloud service.

In addition, the tenderer must enter into a data processing contract with Bergen Municipality, Section for Digitalisation and Performance Management (SDV).

After the contract has been signed, the tenderer must make all documentation available so that the contracting authority can carry out ROS/DPIA. This must be included in the offered price for establishment, and the documentation requirement is described above in the point that deals with personal information. The tenderer must make the documentation available for the contracting authority that will carry out the ROS and possibly DPIA.
