The Agency for Buildings and Property (EBE) manages approx. 1.2 million m2 buildings, and has the task of covering Bergen Municipality's need for premises. The buildings are located in 8 city districts. The majority of the properties consists of approx. 100 schools and 60 nursery schools. In addition there are nursing homes, administration buildings, and sports centres.
In order to cover the municipality' needs for filters and ventilation, Bergen Municipality, c/o EBE, intends to enter into a framework agreement with 2 tenderers split between 2 zones. The zones are expected to have approx. the same economic value.
Assignments expected to be included in the framework agreement will include:
- Delivery of filters and straps, with an without filter changes
- Services within the maintenance and repair of ventilation installations
- Renovation or installation of ventilation installations
Due to staff holidays in July, the evaluation and award of contract will take place in the first half of August.

Kort beskrivelse:
Tenderers can submit a tender for both sub-contracts, but can be awarded a maximum of 1 sub-contract (zone).
If a tenderer has submitted a tender for both sub-contracts, and the contracting authority must prioritise between the sub-contracts, the contracts will be awarded in the following order: Zone 1, zone 2. I.e., if a tenderer has submitted the best tender in both zones, the tenderer will be awarded zone 1, whilst zone 2 will be awarded to the next tenderer in the ranking. If a tenderer submits the best tender for both zones, but would like zone 2, this must be specified in the tender, and it will be taken into consideration in the evaluation.

The contract can be used by other units in Bergen Municipality if they have little scope.
Filter deliveries are expected to make up nearly 1/3 of the contract.
The list of services included in the framework agreement is not exhaustive. Other services that are naturally related to the discipline in the framework agreement may be added if needed during the contract period.
The contracting authority also has other continuing contracts for services which, for some assignments, will border or overlap the assignments in this contract. The contracting authority will, in such cases, try to use the contracts in the most appropriate way.

Furthermore, the contracting authority reserves the right not to use the framework agreement for the execution of major or complex projects. The contracting authority can hold separate contests for these cases.
Varighet: 48 måneder
Beskrivelse av opsjoner:
The contracting authority has an option for extending the contract for further 2 years, to a total maximum of 4 years.
The contracting authority can choose to take up the option for 2 years in several stages, e.g. for 1 year at a time.

Registered in a trade register or company register.
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification
Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Other economic and financial requirements
In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:
Minimum requirements for qualification
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Only for building and construction work: In the reference period, the tenderer has carried out the following work of the requested type. The contracting authority can demand up to five years of experience and allow experience from the time before the last five years to be taken into account.

Description of the requirement/documentation: Tenderers must have good and relevant experience. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) references from the last five (5) years. The references are to be entered directly in the Mercell system.

Tenderers can command the following technical personnel or technical units, particularly those who are responsible for quality assurance: For technical personnel or technical units that do not directly belong to the tenderer's company, but is the capacity that the tenderer will rely on, cf. part II, paragraph C, particular ESPDs must be completed.

In connection with public building and construction works, the tenderer may have the following technical personnel or technical entities to implement the contract:
Requirement: Tenderers must have the sufficient capacity to fulfil the contract. Tenderers are required to have at least 5 persons with a certificate of apprenticeship or minimum five years documented experience from ventilation work. Documentation: An overview of the number of employees with a certificate of apprenticeship, and the number of employees with five years documented experience from ventilation work.

Education and professional qualifications
The following education and professional qualifications are held by the tenderer and / or (depending on the requirements given in the notice or in the procurement documents) by the senior executives.
Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment. Documentation: Tenderers must attach an overview of the experience and professional qualifications held by managerial group and/or key personnel that are responsible for the assignment.

Average annual workforce
The tenderer's average annual workforce during the last three years has been as follows:
Tenderers must have the use of a sufficient workforce to handle all the contractual obligations. In periods there can be several simultaneous assignments. Documentation: A description of the average annual workforce and the number of employees in management in the last two years. It must be clear how many skilled workers/unskilled workers are/have been employed.
