Bergen Municipality has decided to procure an initiative for participants in the qualification programme. The right to the qualification programme is pursuant to the Social Services Act in the Labour and Welfare Administration. The social services at the five NAV offices in Bergen Municipality are responsible for the qualification programme.

The qualification programme applies for persons of working age with reduced work and income abilities and no or very limited capacity in accordance with the National Insurance Act or the Labour Market Act. The qualification programme must include activities that equate to 37.5 hours a week. A qualification course can last for up to 2 years (exceptionally 3 years). The aim of the qualification programme is that participants will get ordinary work.

In order to have a right to a qualification programme, it is a prerequisite that
--the applicant has had an assessment of their ability to work,
--close and coordinated assistance through participation in the programme is deemed to be appropriate and necessary to strengthen the person's chances of participation in working life, and
--the labour and welfare administration can offer a suitable programme.
This means that the applicant´s ability to work is significantly reduced and that the applicant needs specially tailored efforts to get work. Self-effort and effort from NAV, or cooperating actors, shall facilitate the applicant getting and keeping work through different activities.

NAV uses social services´ government labour market initiatives, municipal initiatives and other initiatives that are procured from private suppliers when its designs the qualification programmes.
