"Søkelys på arbeidslivet" is funded by the Ministry of Employment and Inclusion and, up to now, the Institute for Social Research (ISF) has been the editor of the journal since its inception in 1987. Since 2007, «Søkelys på arbeidslivet» been a scientific consultant-based journal (level 1). In the call for tenders in 2018, ISF was awarded a contract to publish a journal corresponding to "Søkelys på arbeidslivet" for a period lasting up to 2022.
The Ministry of Labor and Inclusion wishes to advertise for a new quarterly journal similar to "Søkelys på arbeidslivet". The Ministry's purpose with announcing this assignment is to ensure that specific requirements for disclosure are safe guarded.

Kort beskrivelse:
The contract will be valid for four (4) years from 01.01.2023 – 31.12.2026. If a contract is not signed by 01.01.2023, the contract will be valid from the date the contract is signed. The value of the contract over a four-year period is assumed to be in the order of NOK 5,460,000 - 5,600,000 excluding VAT. Attention is drawn to the fact that the stated amount is only an estimate. The estimated value is not binding for the contracting authority.

Qualification requirements
Tenderers must be a legally established company.
Documentation Requirement
• Norwegian companies: Company registration certificate or a printout from the Unit Register for single person companies not required to register.
• Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be delivered in writing or by reference to BRIS.

Documentation Requirement
• A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no.

• Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
• A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Tenderers must be able to demonstrate at least one assignment in the last three years comprising work in a field of relevance to this assignment.
Relevant fields are, for example, the labour market, working life regulation, working environment, welfare policies, immigration, etc.
Documentation Requirement
An overview of the most important deliveries or services with relevance for this assignment that the tenderer has carried out in the course of the last three years. Previous operation of editing for scientific journals with continuity over several years will be given increased weight. It must be stated clearly what the relevant business has consisted of and which role the supplier has played.
