The Agency for Buildings and Properties (Norwegian abbreviation: EBE) is one of western Norway's largest building and property manager with a portfolio of more than 1,000 buildings and approx. 1.2 million m2 building areas. The buildings are located in 8 city districts. The majority of the building portfolio includes approx. 100 schools and 60 nursery schools. In addition there are nursing homes, administration buildings, and sports centres.
To meet the municipality's need for ongoing maintenance and operation of the municipality's building portfolio, the municipality intends to enter into framework agreements with two contractors for electrical installation work and materials thereof. The work will comprise a number of assignments of varying size and scope, including major renovations, replacements of old equipment and installations, as well as repairs and maintenance assignments for existing equipment and installations. Part of the assignments will include part on projects managed by EBE-project, in which the tenderer must coordinate the work with work by other framework agreement suppliers.

If a tenderer submits a tender with the lowest comparison price for both lots, this tenderer will be awarded lot 1, which is assumed to have the largest volume. The contracting authority has an option for extending the contract for further 2 years, to a total maximum of 4 years.
The contracting authority can choose to take up the option for 2 years in several stages, e.g. for 1 year at a time.

Minimum requirements for qualification
Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Minimum requirements for qualification
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have good and relevant experience. The experience must be from assignments of an equivalent complexity as requested in this contest. Documentation requirement: Relevant experience is to be documented by stating up to 5 reference projects from the last 3 years. The references are to be entered directly in the Mercell system. Only the first 5 projects will be assessed if more than five reference projects are listed.

Requirement: The tenderer is required to have sufficient technical resources and capacity to implement the assignment in-line with the contracting authority´s needs. For lot 1, the contracting authority requires that the tenderer has minimum 18 electro-engineering workers at disposal who can carry out assignments included in this agreement. For lot 2, the contracting authority requires that the tenderer has minimum 12 electro-engineering workers at disposal who can carry out assignments included in this agreement. Documentation: The tenderer must present an overview of personnel with relevant technical/specialist competence relevant for the implementation of this agreement. The overview is preferred to be given in tabular form The overview must include the person's professional qualifications, experience and how the person will be used in the delivery. All the stated resources must have sufficient capacity in the contract period to be used as described.

Requirement: The contracting authority requires tenderers to have procedures and systems for quality management. Documentation: Documentation (to be provided in the following ways): Description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management's responsibility, manufacturing process and continual analysis and improvement. If a tenderer has valid ISO 9001:2015 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement.

Requirement: The assignment requires tenderers who have routines and systems that ensure that the execution of the delivery has a low environmental impact. Documentation: Description of the company's routines and systems for ensuring low environmental impact when carrying out the delivery. If the tenderer can present certificates from independent bodies, documenting an established and satisfactory environmental management system, such certificates would be accepted as documentation of fulfilment of the requirement. For example, the requirement will be fulfilled if the tenderer holds valid ISO 14001:2015, Eco-Lighthouse, EMAS or other equivalent third party certification.
