Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Tenderers must have their tax and VAT payments in order.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to carry out the assignment/contract.

Minste nivå(er) av standarder:

The company´s last annual report to the Brønnøysund Register Centre, or another register in the country where the tenderer is established and recent information that is of relevance for the company´s accounting figures.

Minimum credit rating of A or equivalent based on the most recent accounting figures.

The rating must be carried out by a credit rating company with a licence to conduct this service.

For newly established tenderers, alternative bank declaration or commitment statement can be submitted to demonstrate credit worthiness.

Teknisk og faglig kapasitet:

Tenderers must have the adequate implementation ability.

Tenderers must have consultancy procurement services as an important part of their business activity and sufficient capacity to provide the requested services.

This means that communication activities must be clearly organised, and that tenderers must have a sufficient number of employees with the competence to procure and manage consultants within the requested areas with a high degree of service and quality.

Tenderers must have experience from the dissemination of consultancy services, and must be able to refer to reference assignments where the procurement of consultants (not own employees) was provided within the requested fields, with a scope of procured consultants on a level with what is requested in this framework agreement. Tenderers must have experience from at least three comparable deliveries.

Minste nivå(er) av standarder:

The tenderer must provide a short description of their company with the dissemination of consultants, how this is organised and how large a portion of the company consists of dissemination.

The tenderer must document their personnel as presented in Table 1 of the tender documentation for the last three years.

If the tenderer will use subcontractors to deliver the dissemination service, a corresponding description of the subcontractor's operations and organisation in relation to the provision of consultants, as well as which specific services the subcontractor shall be responsible for, must be submitted.

A description of the tenderer's most relevant references (maximum five) in the last five years. The description must include a statement of the delivery's nature and value, the number of disseminated consultants, date of delivery and recipient (name, telephone number and email address). It s requested that the tenderer highlight assignments over agreements that have only been the dissemination of consultancy services, i.e., not as a tenderer on, for example, a parallel framework agreement.

Note that dissemination of own employees is not sufficient as documentation. There must also be references for the dissemination of consultants who are not employed by the tenderer. References will only be contacted if needed to clarify the relevance of the assignment. It is the tenderer's responsibility to confirm relevance through the description.
