CEPI has expanded rapidly over the past 5 years since its inception in 2017. The organisation has grown in size and complexity. Therefore, we need to adapt our approach to digital content and how we engage and work with our key audiences.

The expansion of its vaccine R&D efforts and its world-leading response to the COVID-19 pandemic has not only led to a substantial increase in digital content on its main website (www.cepi.net), it has also necessitated the creation of a number of additional digital platforms (endpandemics.cepi.net and 100days.cepi.net). As the organisational needs have grown, so too have the operational and functional demands on these platforms, which are now at capacity in terms of their functionality and set-up. Ideally, CEPI is seeking to work with an integrated creative and digital agency qualified to support CEPI in the areas outlined below.

Future-proofing CEPI’s digital platforms

As an organisation, CEPI is now implementing its “CEPI 2.0” pandemic preparedness plan. We now need to adapt our approach to digital content and update the digital platforms that we use in order to ensure that we can optimally support CEPI’s strategic objectives and cater for our key audiences. Therefore, we require support in the following areas to future-proof CEPI’s digital content platforms:

• Assessing and understanding the digital needs of the whole organisation.

• Identifying the need for potentially distinct digital platforms to support activities of other parts of the organisation (ie, R&D, resource mobilisation, etc) but which also operate in a cohesive and complementary way.

• Defining and understanding the needs of CEPI’s different audiences.

• Recommending and implementing changes necessary to futureproof CEPI’s digital content platforms.

• Working closely with CEPI’s IT and cybersecurity teams to enable migration of cepi.net digital properties from its current physical servers to either CEPI’s own servers, which are run on Microsoft Azure, or another similar Cloud-first set-up.

Developing an approach to optimising content and branding

• Develop and deliver a strategy to integrate key content from endpandemics.cepi.net and 100days.cepi.net into www.cepi.net in addition to auditing and optimising existing content on cepi.net.

Creative and digital support services

• Propose an optimal approach to the ongoing creation of digital content, brand assets, and website maintenance.

This is an ambitious digital project, which will have wide-reaching implications for the entire organisation. CEPI’s Communications Team often has to work in a fast-paced environment in view of the nature of our work and our ongoing response to the COVID-19 pandemic. In this context, you’ll have the opportunity to work on high-impact projects that will change how the world will respond to future epidemics and pandemics.

CEPI is looking to partner with an agency that possesses extensive creative and technical expertise and has the ability to assimilate complex concepts and briefs and convey them digitally in an engaging and compelling way. As a publicly funded institution, CEPI will also be looking for a partner that can provide the best value for money.

Initial Framework Agreement is for three years, with an option to renew by one year at the time at CEPI's discretion. No maximum length has been set, but it will be dependent on the quality of the deliverables, the competitiveness of the services and the beneral development of the market.

Eligible tender submissions can be accepted from agencies that are able to meet the below criteria:

Creative experience

• Extensive experience in developing large-scale web projects that include impactful and creative digital content and brand development.

• A portfolio of work/case studies that demonstrates their design capabilities and credentials

• Experience in creating content related to complex scientific and/or health-related issues is a bonus

Operational experience

• Experience working in matrix, international, and multicultural environments is a must

• Conduct efficient, productive, and diplomatic communication with relevant internal and external stakeholders

Technical/developer experience

• The applicant should have its own in-house developer/technical team, who must have experience working with the following platforms: Azure, Shorthand, and Wordpress.

• Organisational experience of providing PaaS or SaaS website hosting services (ie, Cloud First).

• Knowledge and understanding of the current cyber security landscape and how these kinds of considerations should be applied in the development of any digital platform
