Development of tyre scanner

Statens vegvesen

The Norwegian Public Roads Administration, Transport and Community, needs to develop and possibly procure a tyre scanner in order to detect worn tyres. The aim of the procurement is to give the Norwegian Public Roads Administration access to sensors that can identify vehicles with worn tyres when they are in motion. By using sensors we can, to a greater degree, select vehicles with worn tyres for inspection, and use registered data for traffic management and guidance.

The Norwegian Public Roads Administration would like to use new sensor technology in order to detect worn tyres on vehicles. Worn tyres are one of the largest accident factors in Norway, apart from human error, and are a contributing reason to several serious accidents a year. In addition, worn tyres contribute to many road closures every year. Worn tyres are currently found during vehicle inspections. However we do not have a good method for targeting vehicles for inspections based on a suspicion of worn tyres. Finding more worn tyres by increasing the inspection capacity is very resource demanding, both as regards personnel and infrastructure.

The procurement is split into two sub-solutions. See the document 'Needs Description for the Development of a Tyre Scanner' for further details. Tenderers can choose whether they would like to develop both, or only one of the two sub-solutions.

Beskrivelse av fornyelser:
The service will be carried out in the period from when the contract is signed by both parties, and has a maximum duration for PHASE 1 of 1 (one) year, and 1 (one) year for the option for PHASES 2 and 3.
Beskrivelse av opsjoner:
1 (one) year for the option for PHASES 2 and 3, and maximum 4 years for the option under the framework agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company.
Tenderers must confirm their fulfilment of this requirement when submitting the tender.
Tenderers must present the following documentation proof if requested by the Contracting Authority:
Norwegian tenderers: Company registration certificate
Foreign tenderers: Documentation verifying that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to fulfil the contract.
The contracting authority will obtain a credit rating from Experian.
Credit worthiness will be sufficient to meet the requirement.
If in doubt, the contracting authority can obtain further information from the tenderer.
If a tenderer has valid reasons for being unable to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.

Tenderers must have experience from relevant assignments.
Tenderers must confirm their fulfilment of this requirement when submitting the tender.
Tenderers must present the following documentation proof if requested by the Contracting Authority:
A list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, extent/scope, date, a brief description of the assignment, and the name of the public or private recipient.

A tenderer who is newly established and unable to submit references, must be particularly careful to demonstrate that he has the prerequisites to carry out the assignment.
Newly established tenderer can document that the requirement is met by referring to the experience of offered persons/resources that have developed their competence in the service of other providers.
