Drammen kommune

The agreement shall cover the municipality's need for deliveries of fresh cow's milk, milk with taste, cream, sour cream and yoghurt. The contract will mainly apply for Drammen municipality´s municipal nurseries but it can also be entered into by other municipal entities. Drammen municipality currently has 36 nurseries. However this number may change in the contract period.
The agreement does not apply to the Department of Nutrition and kitchen operations. The Health, Social and Care Services Department is also excluded as the Department of Nutrition and kitchen operations delivers milk to them.

Kort beskrivelse:
Educational procurements, defined here as procurements made as a part of teaching or the educational set-up, will be exempted from the competition and the contract.
The school milk system is not included in the tender contest, as school milk for pupils is paid directly by the parents.
The maximum agreement period is four years. This includes the first agreement period of two years in addition to options of 1 year + 1 year managed by the contracting authority.

In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

Minimum requirements for qualification
REQUIREMENT: Tenderers must have sufficient economic and financial capacity to fulfil the contract. This is complied with by the tenderer being credit worthy without requirement for guarantee, with a minimum credit score of A in accordance with an assessment made in CreditPro by the credit information agency Bisnode CreditPro AS. DOCUMENTATION REQUIREMENT: The contracting authority will obtain a credit report from Bisnode CreditPro. The report contains, amongst other things, the auditor's report, negative payment remarks, accounts and rating history, and it shall be based on the last known accounting figures. Tenderers not subject to credit appraisal shall present approved accunting figures showing equivalent creditworthiness and financial implementation ability, or any other documentation that is considered suitable for the contracting authority.

Only for public goods deliveries: The tenderer has, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and can take experience from the period before the last three years into consideration.

Tenderers must have good experience from comparable assignments. The tenderer must present a description of the tenderer's 3 most relevant assignments in the last 5 years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.
