County road 44 Prestbru-Bjånesbakken, new road

Rogaland County needs to have the following project carried out: The project is a turnkey contract comprising engineering design services for, execution, and inspection of an upgrade of county road 44 from Prestbru to the top of Bjånesbakken (approx. 800 m past the junction to PV1148 Tellenesveien). The plan area is situated in Hauge in Dalane, approx. 1.5 km to the east of the centre. County road 44 connects Sokndal with Åna Sira and Flekkefjord, and is one of Sokndal Municipality's access roads to the E39. In addition there are the access roads to the Motorcenter Norway, the corner stone company Titania, and Jøssingfjord Science Museum. The project was originally an entire section, but the Norwegian Public Roads Administration improved the middle part in 2016. The project concerns improving the current road, which is narrow with blind bends.

Organisational and legal position of the tenderer

Qualification Requirement:

Tenderers must be a legally established company or consist of a group of contractors who are legally established companies.

The requirement also applies to businesses the tenderer relies on, cf. B2 point 4.1.

Documentation requirement:

1. Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that will jointly constitute the tenderer, cf. B2 point 4.2, is established, and equivalent certificates for all entities the tenderer will rely on in order to be qualified, cf. B2 point 4.1.

2. Complete the table in chapter E1 point 3.2, and possibly complete points 3.3 and 3.4.

Økonomisk og finansiell stilling:

The tenderer's economic and financial capacity

Qualification Requirement:

1. Tenderers must have adequate economic and financial capacity to

fulfil the contract.

2. Tenderers must have an equity ratio of at least 10 %.

3. An average annual turnover of minimum NOK 80 for the three previous financial years.

4. Credit rating: Credit worthy.

Documentation requirement:

1. The tenderer's annual financial statements, annual report and audit report for the last three years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures.

2. A brief statement regarding information on the economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.

3. An overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.

4. An overview of any significant incidents that have occurred after the most recently audited financial statements are issued.

5. The contracting authority will obtain a credit rating from Experian. Tenderers must achieve a minimum rating of “creditworthy”. Tenderers are expected to have familiarised themselves with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If a tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

6. Completed table in chapter E1 point 4.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. The tenderer must substantiate why he is unable to present the documentation required by the contracting authority.

Teknisk og faglig kapasitet:

4. The tenderer's technical and professional qualifications.

2.4.1 Relevant experience

Qualification Requirement:

Tenderers must have the sufficient experience of a relevant nature and degree of difficulty from the following central work:

• Model-based engineering design

• Management and follow-up of YM in the engineering design services and construction

• Blasting and rock protection

• Road construction work

• Water and sewage installations

• Traffic management

• Natural stone wall

The tenderer's personnel on the project must have experience from execution of central work mentioned above. If a tenderer only has experience from, for example, managing sub-contractors, the tenderer must rely on other companies that have the required experience from the execution of the relevant central work, see B2 point 4.1.

Documentation requirement:

A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. For working partnerships and where the tenderer relies on others, see point 4. The list must, c.f. the form included in chapter E, include the following for each of the contracts:

• Name of the recipient (contracting authority)

• Description of the contract work, including relevance in relation to the central work.

• Description of work that was carried out by the tenderer himself and a description of work that was carried out by sub-contractors (contract facilitators).

• The date of the assignment

• The value of the contract.

• Reference person/contact person at the contracting authority with contact information (telephone number and email address) and a statement of the tenderer’s role in the contract work. Tenderers are responsible for ensuring that reference persons are available and will provide a reference.
