Fagne AS will build a new 66 kV power line isolated for 132 kV with a total length of approx. 36.7 km, between Ølen Transformer Station, via Våg transformer station, and to Bratthammar, where the line will be connected with existing lines further towards the Spanne transformer station.
The line will be built with a double course suspended vertically in towers of steel trusses, with a continuous topline OPGW. The existing 66kV concrete and three-mast lines between Ølen - Våg and Våg - Bratthammer will be demolished.

The project is divided into the following three sections:

Ølen - Vatnedalen:

The contract work on this section consists of dismantling the existing 66 kV lines and building a new 132 kV line on the section Ølen - Vatnedalen. The new line mainly consists of 39 double-course truss masts in steel with a simple topline OPGW.

Vatnedalen - Våg (Option 1 [BC1]):

The contract work on this section consists of dismantling of existing 66 kV lines and construction of a new 132 kV line on the section Vatnedalen - Våg. The new line mainly consists of 63 double-course truss masts in steel with a simple topline OPGW.

This section is designed as an option for Fagne AS. This means that Fagne has the right, but not the obligation, to use this part of the contract. The deadline for Fagne AS to call off the option is set for 1 October 2023.

Våg - Bratthammer (Option 2):

The contract work on this section consists of dismantling the existing 66 kV lines and building a new 132 kV line on the section Våg - Bratthammer. The new line mainly consists of 38 double-course truss masts in steel with a single top line OPGW.

This section is also designed as an option for Fagne AS. This means that Fagne has the right, but not the obligation, to use this part of the contract. If Fagne AS does not use Option 1, Option 2 will not be exercised either. The deadline for Fagne AS to call off Option 2 is set for 1 October 2024.

The contract work on all of the sections mentioned above also includes deforestation along a new line route, concrete foundations for new masts, etc. See part II - contract documentation for further information on the project, contract division and the contract work.

The project is set to start in December 2022 with an expected completion date of 20 June 2027.

Beskrivelse av opsjoner:

The project is divided into three subsections: Sections Vatnedalen-Våg (Option 1) and Våg-Bratthammer (Option 2) are designed as options. This means that the client has the right, but not the obligation, to use the contract for these sections.

Contract work on the section Vatnedalen-Våg (Option 1) mainly consists of dismantling the existing 66 kV lines and building a new 132 kV line between Vatnedalen and Våg. The new line mainly consists of 63 double-course truss masts in steel with a simple topline OPGW.

Contract work on the section Våg-Bratthammer (Option 2) mainly consists of dismantling the existing 66 kV lines and building a new 132 kV line between Våg and Bratthammer. The new line mainly consists of 38 double-course truss masts in steel with a single top line OPGW.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: The company shall be legally registered.

Documentation Requirement: Norwegian companies: Company registration certificate. Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have the financial capacity to fulfil the contract.

Documentation requirement: Annual accounts including Annual Reports and Auditor’s Reports for the last 3 fiscal years. The contracting authority reserves the right to obtain a credit assessment of the tenderers, and / or companies the tenderers rely on to meet the qualification requirement. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

1. Qualification requirement: The tenderer must be registered in the Electricity Business Register [Elvirksomhetsregisteret] with the status "Active" within the tender deadline.

Documentation requirement: Documentation of registration in the Electricity Business Register with the status "Active", for example a dated printout / excerpt from the register.

The contracting authority also reserves the right to examine the Electricity Business Register to clarify whether the supplier is registered.

Tenderers who are not registered in the Electricity Business Register with the status "Active" when submitting a request to participate in the contest must give an account of how they will obtain the registration within the tender deadline (17/10/2022, cf. section 1.6), without affecting the progress or implementation of the contract work. The statement must be concrete, detailed, clear and credible. Tenderers who are not registered in the Electricity Business Register at the time of the offer will be rejected from the contest.

2. Qualification requirement: Relevant experience with at least 3 comparable assignments regarding power line construction during the last 5 years.

Documentation requirement: A list of relevant work carried out during the last 5 years, together with testimonials of satisfactory execution. The list must include information about the scope of the work and contact details (including email) of the references. The contracting authority reserves the right to contact the references for written verification of the information.

3. Qualification requirement: Relevant experience with at least 1 comparable assignment regarding demolition of power line masts in rough terrain during the last 5 years.

4. Qualification requirement: A quality assurance/management system that is sufficient to fulfil the contractual obligations. Tenderers that are certified in connection with ISO 9001 or similar will fulfil this requirement.

Documentation requirement: Certificate issued by independent bodies, documenting that the tenderer is certified in accordance with ISO 9001 or similar. The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state.

If a tenderer does not have a third party certified system for quality assurance/management, the tenderer must describe the routines and measures that will be implemented for this delivery, and which show that the tenderer has a separate quality assurance/management system and documented goals. This alternative documentation must show which measures have been implemented by the tenderer, and that these measures correspond to the measures in the requested standard.

5. Qualification requirement: An environmental management system that is sufficient to fulfil the contract Tenderers who are certified according to ISO 14001, EMAS, Miljøfyrtårn or equivalent will meet the requirement.

Documentation requirement: Certificate issued by independent bodies, documenting that the tenderer is certified in accordance with ISO 14001, EMAS (EU Eco-Management and Audit Scheme for environmental management), Miljøfyrtårn or similar. The independent body must be accredited by Norwegian Accreditation or an equivalent body in another EEA state. If a tenderer does not have a third party certified system for environmental management, the tenderer must describe the routines and measures that will be implemented for this delivery, and which show that the tenderer has a separate environmental strategy and documented environmental goals. This alternative documentation must show which measures have been implemented by the tenderer, and that these measures correspond to the measures in the requested standards. If a tenderer uses other businesses to fulfil the requirement, the tenderer must also account for how the environmental management system of the supporting entity will specifically be incorporated in the relevant contract.
