NAV Innlandet invites tenderers to a tender contest for a contract for expert assistance during a trial period.
The objective of the contract is to cover NAV Innlandet's need for expert assistance in a trial period until 2022. Option for an additional period 6 + 6 months.
Expert assistance means that employees with long and / or frequent absence due to sickness and the manager in the workplace receive help from an external neutral person, who, among other things, has expertise in absence due to sickness and work environment challenges.
An employee may be in a period of absence due to sickness or between medical certificate period, if the absence is repeatedly. The objective of the assistance is for the expert to contribute to solving the problem that leads to sick leave with a focus on returning the employee to work, or to avoid frequent absences.
The agreement applies from the time both parties have signed the Agreement and is in operation from and including 31 December 2022 with additional options.

Kort beskrivelse:
Parallel framework agreements will be entered into with a sufficient number of tenderers to cover the need for expert assistance.
The distribution mechanism for call offs against parallel framework agreements means that the tenderer, which is ranked as number 1, must first be assessed for covering the contracting authority's need for expert assistance. If this supplier is lacking the capacity to initiate the work within 5 working days after receiving a call off from the Contracting Authority, the tenderer which is ranked as number 2 shall be considered, and so forth.

This procurement follows the procedure for procurements in accordance with the Public Procurement Regulations´ part I. The contracting authority reserves the right to clarify and negotiate with the tenderers to the degree that the contracting authority finds it appropriate.

Organisational and legal position of the tenderer
Qualification requirement:: Tenderers are required to be a legally established company.
Documentation requirement:
Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
Foreign Tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.
The tenderer's professional qualifications
Qualification requirement: Good implementation capability is required.
A description of the tenderer's capacity and professional qualifications. With regard to qualifications, a short overview is requested of the general relevant competence of the personnel at the tenderer's disposal. Persons that will be offered shall not be specified, and CVs shall not be presented for the qualification requirement.
