The procurement if for the delivery of electricity (spot price with mark-up) with accompanying services.
The aim of the procurement is to ensure that the contracting authority has good energy deliveries at reasonable and stable prices under a spot price contract. The tenderer will provide services within the following fields:
- Physical energy procurement, spot
- Training in reports and internet portal
- Reporting services and internet portal
Spotpris with mark-up means that the price that the contracting authority pays for the energy delivery follows the market price for the relevant price area that is determined on the Nordic energy exchange Nord Pool. In addition a mark-up is paid for the physical energy delivery.
The contract will also include access to a web-based reporting system and training in this.

Tenderers must be a legally established company.
Documentation requirement:
Norwegian tenderers:
Company Registration Certificate. The contracting authority will obtain a Company Registration Certificate from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit a such a certificate.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have the financial strength to fulfil the contract.
Documentation requirement:
The tenderer's Annual Financial Statements including notes with the Boards and Auditor's reports from 2021.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
If there are reasons as to why the provision annual accounts cannot be attached, the tenderer can document finances in another way.
The contracting authority reserves the right to carry out a credit assessment.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have experience from relevant and comparable deliveries.
Relevant and comparable deliveries means deliveries of the same size to a comparable customer to the Oslo National Academy of Arts.
Documentation requirement:
An overview of relevant deliveries that the tenderer has carried out in the last 3 years. The overview must include a maximum of three deliveries. If the overview contains more than three deliveries, only the latest three deliveries will be assessed.

A short description of the delivery, as well as the name of the contracting authority.

Tenderers must have a documented quality management system.
