Egnethet til å utøve yrkesvirksomheten:
The ESPD self-declaration form is a preliminary documentation showing that the tenderer complies with
the qualification requirements and that there is no basis for rejection, and possible fulfilment of
the selection criteria. Tenderers can give a total statement of whether they fulfil all of the
qualification requirements. This is done is section a: 'Total statement for all the qualification requirements'. Completed
form must be enclosed with the tender offer.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions, and tenderers must not have significant arrears.
The financial capacity to carry out the agreement is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers.

For Norwegian tenderers:
Following tender submission, the tenderer must give consent for Tendsign to obtain and for the contracting authority to receive information about the above via Tendsign. After tenderers have submitted their tender in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline.
Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)
Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate must preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

The contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The contracting authority will not accept credit ratings from business and account information systems other than
Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers.
Tenderers can attach other necessary information in the tender offer if the tenderer believes that
Bisnode/CreditPro does not provide a correct picture of the economic situation.
Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing.
This also applies to foreign tenderers.
Teknisk og faglig kapasitet:
Requirement:
Tenderers are required to have experience from assignments with a transferable value to this framework agreement.
Tenderers must, as a minimum, achieve development class 1 for assignments under the framework agreement, based on the attached documentation.
The tenderer must have the capacity and execution ability to carry out the contract.
At the time of the tender contest, the supplier must have a minimum of 4 employees (full-time equivalents) in the company. 40% of these must be skilled workers.

Overview of a minimum of 4 reference projects completed in the last 5 years and other documentation (cf.
SAK10, chapter 9) that substantiates that the contracting authority will achieve certification for the right to be responsible in development class 1, based on reference projects of the same size and complexity. The attached 'Skjema - referanseprosjekter' ['Form - Reference Projects'] must be used for replies.
