Oslo kommune v/ Bydel Nordstrand

Bydel Nordstrand would like to prequalify tenderers who can deliver 24-hour services. The aim of the procurement is to obtain an appropriate and cost efficient residential and care offer, with necessary follow-up.
The service can also include daytime activities. The user is currently requires 2:1 during the day and evening and 1:1 at night. The initiative must have qualified personnel. Tender offers are to be submitted for a residential offers where the district pays for service and the user themselves pays for rent and other costs of daily living. Tender offers are to be submitted that include services within the specialist health service´s areas of responsibility.
The residence must not be more than a 7-km drive from Sarpsborg Rådhus. The residence must be within the borders of Norway. The journey must not include transport via ferry due to the needs of the user. The need is for an individual measure in which the residence is located in quiet surroundings and shielded from neighbours. The service offer should be organised as a live-in rotation and/or long shifts.

Tenderers must be a legally established company.
Tenderers must have the financial capacity to implement the assignment/contract.
Tenderers must have good implementation ability.
Tenderers must have experience from similar assignments.
Equivalent assignments means for example:
- residential and care services for mentally handicapped persons…
… with behavioural challenges
… as an individual measure
Tenderers must have good competence within the discipline of mental disability with behavioural challenges
It is beneficial if the tenderer has expertise within the area of Fragile X Syndome.
Tenderers must have good conduct.
