The supplier must be a legally established company in the state the supplier is established.
Foreign suppliers must submit documentation that the company is legally registered in their home country. Norwegian suppliers do not need to document fulfillment of the requirement beyond the presentation of a tax and VAT certificate.

Economic and financial capacity
The tenderer must have sufficient financial and financial capacity to be able to fulfill the contract.
The supplier shall have a minimum credit rating «creditworthy», normally indicated with a credit rating «A». The credit rating must not be older than 6 months from the expiry of the quotation deadline.
If the supplier has objective reason for not submitting the documentation required, he may document economic and financial capacity by submitting any other document that the client deems suitable, in accordance with the Procurement Regulation § 16-4 (2).

The supplier shall have the necessary capacity to carry out the contract.
Overview of the number of employees and categories of personnel who have relevant competence to carry out the agreement. To be qualified, the supplier must at least have a competence environment that covers all areas covered by the framework agreement.
