Norad – Direktoratet for utviklingssamarbeid

Reform 2019 entailed a significant increase in the development assistance budget for Norad and, as a consequence, greater demands for documentation and control. This requires a more refined management environment. Following the reform, Norad has created a new strategy, reorganized the organization and has great ambitions to achieve the goals in the strategy by, among other things, implementing several important change projects. A key project is "Project Improvement". The organization is well on its way to implementing the strategy, relevant change work and in this connection needs further support for key activities. Norad therefore wishes to enter into a framework agreement within the area of organizational, cultural and competence development.

Tax certificate.
The supplier shall have orderly conditions with regard to paid tax, employer's contribution and VAT.
Norwegian providers must enclose a tax certificate for tax, employer's contribution and value added tax. Such a certificate can be obtained in Altinn. The tax certificate must not be older than 6 months from the expiry of the deadline for submission of tenders. Sole proprietorships must submit confirmation that they are not registered in the VAT register. Foreign providers must submit corresponding tax certificates from their countries.

The supplier must be a legally established company in the state the supplier is established.
Foreign suppliers must submit documentation that the company is legally registered in their home country. Norwegian suppliers do not need to document fulfillment of the requirement beyond the presentation of a tax and VAT certificate.

Economic and financial capacity
The tenderer must have sufficient financial and financial capacity to be able to fulfill the contract.
The supplier shall have a minimum credit rating «creditworthy», normally indicated with a credit rating «A». The credit rating must not be older than 6 months from the expiry of the quotation deadline.
If the supplier has objective reason for not submitting the documentation required, he may document economic and financial capacity by submitting any other document that the client deems suitable, in accordance with the Procurement Regulation § 16-4 (2).

Technical and professional capacity
The supplier shall have the necessary capacity to carry out the contract.
Description of the company's most important deliveries in the last 3 years within organizational development, cultural development and / or competence development.
The description must include an indication of the value of the assignment, time and recipient (name, telephone and e-mail.) It is the supplier's responsibility to document relevance through the description. The supplier can document the experience by referring to the competence of personnel he has at his disposal and can use for this assignment, even if the experience has been gained while the personnel have performed service for another supplier.

Note that tendered personnel who will execute the assignment must sign the enclosed declaration of non-disclosure before commencing their assignment. This will be done in connection with the client signing the contract with the selected supplier.
