Jernbaneforum Sør's most important goal is connecting the Sørland Railway and the Vestfold Railway. The connection will connect the south west of the country with Telemark and Vestfold in towards Oslo. This assignment will prioritise the connection between the Sørland Railway and the Vestfold Railway - with what is called the Grenland Railway 'the genius stretch'. It is important here to highlight the shorter travel time between Stavanger - Kristiansand - Oslo, and show the benefits of the investments that have been made/will be made in Vestfold and Telemark and VIken (Buskerud) Counties. The consultant will assist, facilitate, and prepare meetings with decisions makers in all links. The politicians in the forum and the counties will, with support from the consultant, carry out lobbying work in order to get grants for the connection. The most important lobbying work will occur from the start-up to the last meeting for the next National Transport Plan process.

The tenderer must describe proposals for activities for each milestone, and can, of course, recommend other milestones with activities. This assignment will prioritise the connection between the Sørland Railway and the Vestfold Railway - with what is called the Grenland Railway 'the genius stretch'. It is important here to highlight the shorter travel time between Stavanger - Kristiansand - Oslo, and show the benefits of the investments that have been made/will be made in Vestfold and Telemark and VIken (Buskerud) Counties. The consultant will assist, facilitate, and prepare meetings with decisions makers in all links. The politicians in the forum and the counties will, with support from the consultant, carry out influencing work in order to get grants for the connection. The framework agreement period will be for 2 years, with an option for the contracting authority for an extension for one or several times up to a further 2 years, to a total of maximum four (4) years.
