Concession contract - street furniture financed by advertisements

Sandnes kommune

The contracting authority plans to enter a concession contract for the investment, operation, and maintenance of street furniture dedicated to the public and public use in Sandnes municipality and Sola municipality. The furniture shall be financed through commercial use of advertising areas that will be available on the street furniture. Two (2) contractual relationships shall be established, one for Sandnes municipality and one for Sola municipality.
Current street furniture consists of bus shelters/shelters with and without advertising, public toilets with advertising, freestanding advertisement installations, fixed ad-free benches and fixed ad-free waste containers.
An overview of the street furniture established in Sandnes municipality and Sola municipality is given in the attachments 'Appendix 5 – Oversikt over bymøbler – Sandnes' and 'Appendix 6 – Overview of Oversikt over bymøbler – Sola'.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must as a minimum achieve a rating of 'Credit worthy', i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.
Minste nivå(er) av standarder:
As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).
Tenderers are expected to have familiarised with registered information about the company and by submission of the tender accepts showing that the information will be obtained and form the basis of the assessment of the tenderer's financial standings.

Tenderers can attach a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment must be based on the last available accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Tenderers must have experience which demonstrates that the tenderer is capable of handling the contract in terms of scope and complexity.

Documented by attaching a list of the most important relevant assignments during the last three (3) years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. The references will only be contacted if required.
