Kort beskrivelse:
In order for RfD to reach its business goals, the communication must contribute to influencing the knowledge and attitudes of the public related to source sorting, reuse and waste minimisation.
RfD wishes to enter into a framework agreement for the implementation of communication services. RfD would like to enter into a framework agreement with one tenderer for the implementation of all communication services, see the attached requirement specifications. The company strategy of RfD emphasises that the communication shall meet the users' requirements via digitalisation and interaction. The development of the current and new digital channels is an important part of the contract. Equally important is to provide the channels with good content that contributes to reaching RfD's goals.

Tenderers must be a legally established company
Documentation requirements:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement 1:
The tenderer must have paid taxes, payroll and VAT.
Documentation of compliance with requirement 1:
Tax and VAT payment certificate from the Norwegian Tax Authority.
Requirement 2:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
As a minimum, the tenderer must have a credit rating of A according to Bisnode's grading system, or equivalent.
Documentation of compliance with requirement 2
A copy of the company's last auditor approved annual financial statement, including the annual report and auditor's report.
The credit report must be based on the last known accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service. A description/definition of the rating system used must be attached to the credit rating.

Requirement 1:
Capacity: Tenderers must have the adequate capacity to comply with the contractual obligations.
Competence: Tenderers are required to be able to offer sufficient competence and experience from comparable assignments to be able to perform the requested work.

Description of the tenderer's organisation, including an organisational chart and the number of employees/average annual workforce over the past 3 years, as well as a description of how key competences will be replaced in the event of long-term absence/resignation.
