The contracting authority will enter into a contract with one tenderer for the entire scope.
The following services are to be carried out in the listed premises:
- Regular cleaning
- Regular additional services
- Cleaning to order (this is a non-exclusive option that will be ordered separately).
The contract will come into force on 02 January 2023 and will be valid for 2 years. The contracting authority has a unilateral option to extend the contract for up to 1+1 year.

NORCE Norwegian Research Centre AS (the Contracting Authority) is a new and future-oriented research institute with a broad professional range and a strong knowledge society. We provide research and innovation in numerous special fields. NORCE is organised in three research departments: Technology, Health and Society, and Climate and Environment. Our solutions answer central social challenges and contribute to creating value locally, nationally and globally.

The contracting authority has its headquarter in Bergen, and is also present at locations in Alta, Bardu, Grimstad, Haugesund, Kristiansand, Oslo, Stavanger, Randaberg and Tromsø. The group has approx. 800 employees and more than 1,500 ongoing projects at any given time.

The elements of regular cleaning and regular additional services are included in the fixed price, cf. Annex 3A - Price Sheet. Cleaning to order will be invoiced separately after an order has been place and the cleaning has been carried out.

Area and other information about the locations is described in Annex 9 - Room and Frequency List. The room lists are subject to deviations, so the contracting authority therefore recommends that a site inspection is carried out at the different locations before a tender is submitted.

The scope of the contract can be changed due to a desire to increase/reduce the scope or cleaning frequency, as well as moving out of existing premises and moving into new premises. An increase in frequency is to be priced on the same basis as for the rest of the building, and a reduction in frequency and scope will incur an equivalent same reduction in price.

Notification of moving in/out of premises will be given minimum 3 months in advance by the contracting authority. Unless the tenderer can document that it will be a significant disadvantage to the tenderer, the tenderer is obliged to accept cleaning in new premises, with the same quality and pricing on the same basis/price model.

Proportional price adjustments can be made for significant changes in area, for example, due to alterations, in accordance with the same price model for the rest of the building.

In some cases the scope can be reduced somewhat during staff holidays or longer periods with reduced activity. Notification of this will be given minimum 1 month in advance by the contracting authority.

Duration

Inspections

A site inspection of the locations will take place on the 17 October 2022.

Registration must be sent as soon as possible to the contact person stated for the location in question in Annex 9 - Room and Frequency List.

Estimated value

The contracting authority estimates that the procurement has a total annual value of between NOK 800,000 and NOK 1,200,000 excluding VAT, including options. Emphasis is put on the fact that this is only an estimate, and that the value can be both higher or lower than this.

The maximum value of the procurement is set to NOK 7,000,000 including options, see point 1.3. The contracting authority reserves the right to give notice on the contract with immediate effect if the total amount under the contract exceeds this amount.

Options

The option is to be seen as a non-exclusive option.

Tenderers must be able to offer cleaning to order, cf. point 2.6 Annex 1 Requirements Specification for the different locations.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. This is to be documented by a company registration certificate for Norwegian companies. Foreign companies must present verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to comply with the contract. Tenderers must present a credit rating based on the last known fiscal figures.

Teknisk og faglig kapasitet:

Tenderers must have experience from comparable assignments and they must be suitable for carrying out the assignment in a satisfactory way.

Comparable assignments will in this case be, for example, cleaning office premises with more than one hundred office places, cleaning laboratories, etc.

Emphasis is put on the fact that the examples are not exhaustive. Tenderers must describe the 3 most relevant assignments in the last 3 years.

Tenderers must have a quality assurance system relevant to the content of this contract. A description can be submitted of the quality assurance methods or a certificate such as ISO 9001 or equivalent.

Tenderers must have a third party environmental management system, such as EMAS, ISO 14001, Eco-Lighthouse or equivalent.

Tenderers must be registered and approved in the Norwegian Labour Inspection Authority’s cleaning register. Tenderers that are not yet authorised must have submitted an application subject to consideration.
