C-arms for the health trusts in Helse Sør-Øst

The contracting authority invites tenderers to a contest for the procurement of C-arms in the categories mini, compact, all-round, advanced, and 3D, for the health trusts in Helse Sør-Øst.
The framework agreement's value is estimated to be approx. 50 C-arms. The maximum need will be 70 C-arms. Due to varying needs in the region, and the fact that the contract covers five categories, it is difficult to give a precise estimate on the number in each category. Historical figures show that the largest need in the region has been for compact C-arms, followed by all-round C-arms, and advanced C-arms. We expect that fewer mini C-arms and 3D C-arms will be procured.
In addition an option must be offered for service contracts and services, and prices are to be given for additional equipment and service components.
The estimated volume is based on available statistics and is only indicative and not in any way binding for the Contracting Authority or the Tenderer.

The procurement is divided into the following sub-contracts:

Sub-contract 5: 3D C-arms
Varighet: 24 måneder
Beskrivelse av fornyelser:
The framework agreement period is 2 years. After that the contracting authority can extend the contract for up to 1 year at a time. The maximum total contract period is 4 years (2+1+1).
Beskrivelse av opsjoner:
Tenders are requested for service contracts. The contracting authority will have a unilateral right, but not a duty to take up the options.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation: Norwegian businesses must submit a company registration certificate. Foreign tenderers must submit proof that the company is registered in a company register or trade index in the country where the tenderer is established. (Cf. Annex XI to directive 2014/24/EU).

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit information company that has a licence.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable, including a parent company guarantee, bank guarantee, etc. The contracting authority can, amongst other things, place emphasis on tenderers who have profitable operations and positive equity.

Teknisk og faglig kapasitet:
Tenderers must have satisfactory technical and professional qualifications to fulfil the contract.
Minste nivå(er) av standarder:
Technical and professional qualifications are to be documented by submitting a short description of the Tenderer's personnel and technical units that the Tenderer can use to fulfil the contract.
Tenderers must document relevant completed assignments in the last 3 years, including information on the contract's value, date of delivery or execution, and the name of the customer.
If sub-suppliers are used, a description must be given of how much of the contract the Tenderer will give to the sub-suppliers.
