The procurement includes bullet protective vests, helmets, and shields, and will cover the contracting authority's need for these product areas in the contract period.

Based on procurements in previous years, and the expected need in the contract period, a non-binding estimate of the value is approx. NOK 360 million excluding VAT during the contract period, including options. The estimated value includes, amongst other things, an option to expand the scope within the sub-areas by approx. 40%.

Beskrivelse av opsjoner:

The contracts include, amongst other things, options for an extension beyond the contract length of 3 years for 1 year at a time up to a maximum of 7 years. Furthermore, the contracts include an option for expanded volume, as well as an option for other products under the sub-areas. See the tender documentation for further details on the options.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian tenderers: Company registration certificate

• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have an economic and financial standing that makes it able to fulfil its contractual obligations throughout the entire contractual period.

Minste nivå(er) av standarder:

Good credit worthiness, good solidity, as well as a turnover that is minimum on a level with the sum of the estimated annual contract value for the sub-areas that the tenderer would like to participate in, will be sufficient to fulfil the requirement.

Documentation requirement:

- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service. If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Teknisk og faglig kapasitet:

1. Tenderers and any sub-suppliers must have the ability to handle and store graded information at classification level RESTRICTED.

Documentation requirement:

Documentation of the ability to handle and save classified information at the required classification level. Tenderers and any sub-supplier(s) must document that they accept the security brief/authorisation conversation together with the request for participation. The form in Annex B.1 Acceptance for a Security Brief/Authorisation Conversation must be used. Other documentation given in the 'Rules for the Contest' point 1.2 must be submitted upon authorisation in accordance with point 1.2.

3. Tenderers must have experience from comparable assignments.

Description of up to 3 of the tenderer’s most relevant/comparable assignments in the last 5 years. Relevant assignments means deliveries to customers who use bullet proof protective equipment for the same purpose as the police, the Norwegian Correctional Services, etc. The description must include, amongst other things, a statement of the assignment's value, complexity, date, and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description.

The contracting authority can contact the stated references for verification and/or supplementary information. The contracting authority can also emphasise any of its own documented experience with relevant tenderers.

4. Tenderers must have the technical capacity and relevant technical expertise to fulfil the contract.

A description of the tenderer's technical personnel or technical units the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control. We would also like an account of the tools, material, technical equipment, professional knowledge, and supply sources that the tenderer can use for fulfilment of the contract. In addition an account of how the tenderer can cover any additional needs resulting from a crisis or to ensure maintenance, modernisation, or adaptations. The description must be given in accordance with Anenx C.

5. Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.

Tenderers must submit documentation of the quality assurance system and management system. The following documentation will be accepted:

Certificates for the tenderer’s quality assurance/quality management system issued by independent bodies confirming that the tenderer meets the quality assurance standards according to ISO 9001 or equivalent, or a description that, as a minimum, includes the tenderer’s procedures/routines for: Deviation and claims management, authorisation of sub-suppliers, the process from reception and registration of orders up until delivery to the customer.

7: Tenderers must have an environmental management system.

Tenderers must submit documentation of their environmental management system. The following documentation will be accepted: Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco-Lighthouse or equivalent, or a description of the tenderer's own environmental management system. The description must as a minimum include an environmental policy and environmental goals.
