The Agency for Urban Environment would ilke to procure a builder organisation for Store Lungegårdsvann Cleaner Harbour and Urban Beach. The following roles will be included in the builder organisations:
- Construction manager sea: Estimated scope 2.5 full time positions
- Construction manager park: Estimated scope 2.5 full time positions
- SHA/Coordinator executing (KU): Estimated scope 0.5 full time position
In addition, the procurement will include an option:
- Construction manager Møllendal river and beach park: Estimated scope 2.5 full time positions

A tender conference will be held on 7 April from 08.30-10.00 in Autogården in Bergen, meeting room 'Dynamoen' on the 3rd floor. It will also be possible to participate via Teams - the link will be sent via Mercell beforehand. A site inspection will be carried out after the conference at what will be the construction site, from 10.30 - 11.30. Meet up for this at 10.30 by the stairs for AdO/Amalie Skram Sixth Form College. We request that those who would like to participate in the tender conference/site inspection register via the communication module in Mercell by 5 April at 14:00. State the name, company, role, and contact information of participants who will be present. The minutes from the site inspection/tender conference will be made available as additional information in Mercell.

Kort beskrivelse:
Two of the Agency for Urban Environment's projects in and by Store Lungegårdsvann need a builder organisation in the execution phase. The urban beach will be in the execution phase from autumn 2022 until 2024/2025. Cleaner Store Lungegårdsvann from spring 2022 until winter 2024.

The Cleaner Store Lungegårdsvann project involves seabed measures: Clearing rubbish and laying a new, clean seabed, with start-up in June 2022, estimated completion October 2023 (see the attached plan of measures).
The Bystrand/Lungegårdspark project involves the development of a park and urban beach (see the attached draft of the detailed project), with start-up in November 2022 and completion in 2024/2025.
In the period with overlapping execution phases in the project, the builder organisation will announce parallel follow-up for all the activities. The rigging/barracks/site area and site road are located in the same area along the bank of Store Lungegårdsvann. Most of the beach/park project is on land, whilst the Cleaner Harbour project mainly consists of sea contractors (handling rubbish and matter will be done on the land side, either in Cleaner Harbour's rigging area, or at the contractor's prior approved (by the builder) alternative location).

The roles included in the builder organisation will operate on behalf of the builder (Bergen Municipality), and will have office time in the Agency for Urban Environment's premises (Autogården) before the barracks are established in the rigging area by Store Lungegårdsvann.

Beskrivelse av fornyelser:
The contract will be valid until the tenderer has fulfilled his obligations in accordance with the contract. The estimated duration for this is approx. 2.5 years or 30 months. If the option for construction management for Møllendal river and beach park is taken up, the contract period will be extended in accordance with the project's needs.

Option: Møllendal river and beach park. The estimated scope is 2.5 full time positions.
In the coming years the Agency for Urban Environment will, in addition, upgrade Møllendalselven and the park area around Møllendalselven's lower part and estuary. The engineering design services for this work will start this year, and the progress for the construction phase is therefore uncertain. Construction could start in 2023 or 2024, and construction manager services for this work is included as an option, as the sea/park competence will be overlapping, and a lot of benefit for this assignment can be gained from the construction of Bystranden and Cleaner Store Lungegårdsvann.

If there is an overlap in time, extra resources will be required to cover the upgrade of the Møllendal river and beach park upgrade. The team would then have to be expanded so that it also includes the builder organisation for Møllendal river and beach park.

Requirement: The company must be legally registered. Documentation: Companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. The contracting authority will check the company's organisation number in public registers. Attention is drawn to the fact that it is the organisation number that is on the company's profile for this competition in Mercell that will be checked. For companies that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established.
