See annex 1 and annex 1, appendix 1 work plan for Cleaner Harbour Bergen, for further details on the content of the procurement.
The estimated annual turnover is approx. NOK 4 million - NOK 6 million excluding VAT, depending on the activity level. The total estimated contract value over 6 years, including options is approx. NOK 20 million - NOK 36 million excluding VAT. The maximum contract value for the entire framework agreement period, including options, is NOK 60 million excluding VAT.

Beskrivelse av fornyelser:
The contract will be valid for 4 years, with an option for the contracting authority for up to further 2 years extension, to a maximum of 6 years.
The contracting authority can choose to extend the contract multiple times, for e.g. for one year at a time.

Requirement: The company must be legally registered. Documentation: Companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. The contracting authority will check the company's organisation number in public registers. Attention is drawn to the fact that it is the organisation number that is on the company's profile for this competition in Mercell that will be checked. For companies that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient financial capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory. Documentation: Credit rating from a certified credit rating agency, based on the last fiscal figures. The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.

Tenderers must have good economic capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have good experience from the execution of equivalent deliveries, cf. the contracting authority's specification (annex 1). Documentation: A description of the tenderer's 3-5 most relevant assignments in the last 3 years, use annex 5. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. A tenderer can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.

Requirement: The contracting authority requires that
all tenderers have an established quality management system that is satisfactory to ensure quality in the execution of this contract. Documentation: A description of the company´s implemented quality assurance system. Certificates must be submitted for the company's quality management system, issued by independent bodies, confirming that the company meets specific quality management standards, for example ISO 9001. If the company does not have a certificate, other documentation of the company´s quality management system must be presented. In such cases, the following must be submitted as a minimum: The system´s name and a detailed table of contents * general description of the system´s contents, including an overview of check plans and check-lists that are relevant for this contract * organisation chart that shows responsibilities in the quality assurance system * description of procedures for internal control and handling deviations (work with corrective and preventive measures) * a description of how the system will be used to ensure quality in this contract. All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.
