Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Tenderers must be a legally established enterprise.
2) The tenderer must have the required licences to carry out banking/money transmission services in Norway.
Documentation:
1) Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
2) The tenderer must present documentation showing that it has the necessary permits to carry out in banking/money transmission services in Norway.
E.g. a licence issued by Norwegian authorities or equivalent licences issued in the EEA.
Økonomisk og finansiell stilling:
1) Lot 1 Main bank:
Tenderers must have sufficient economic and financial capacity to comply with the contract.
For Lot 1 Main bank services, the provider must have a credit score that is at a minimum equivalent to the BBB of the credit rating agency Standard & Poor's or equivalent score from another leading credit analysis agency.
2) Lot 2 and lot 3:
Documentation:
The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as latest information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
1) Tenderers must have a quality assurance system with relevance to the content of the agreement.
2) The tenderer shall have an established environmental management system.
A quality assurance system shall be established which ensure that the tenderer is suitable to fulfil the contractual obligations for environmental regulations (see the agreement's point 7.4).
This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.
3) Tenderers must have a management control system that is suitable for managing data security with relevance to the content of the agreement.
4) Tenderers shall have a management system that is suitable for managing personal information with relevance to the content of the agreement.
5) Tenderers shall have good experience from similar assignments provided for the public sector.
6) Tenderers must have sufficient capacity to fulfil the contract.
Documentation
1) A description of tenderers' methods for quality assurance.
Alternative: Certificate for the company's quality system/management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
2) A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation.

The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme) , or other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, and other environmental management standards that are based on relevant international standards from accredited bodies, e.g., ISO 14001 or equivalent.

4) A description of the tenderer's methods for managing personal information. Alternative: Certificate of the tenderer's management system for managing personal information which certify that the tenderer has functions and systems for complying with GDPR, e.g. ISO 27701.
