The purpose of the procurement
The Agreement applies to Avinor AS.
European Single Procurement Document (ESPD).
The European Single Procurement Document (ESPD) is provisional documentary evidence that the Contractor meets the qualification requirements and that no grounds for exclusion exist.
Using the ESPD form, the Contractor shall provide an overall declaration that it meets all of the qualification requirements in the tender documentation. This is done in Part IV, section A of the ESPD form.
In this competitive tendering process, all of the grounds for exclusion in section 20-2 of FOR shall apply, including the purely national exclusion grounds, cf. Part III of the ESPD form: Exclusion grounds, section D 'Other exclusion grounds that may be foreseen in the national legislation of the contracting authority's or contracting entity's Member State.' The purely national exclusion grounds are:

Section 20-2(2) of FOR: 'The contracting authority can exclude a Contractor when it is aware that the Contractor has been convicted by a court, or accepted a fine, for the following criminal offences...'. The requirement that the Contracting Authority can exclude Contractors that have accepted a fine for the specified criminal offences is a specifically Norwegian requirement.

Section 20-2(3) of FOR: 'The contracting authority can exclude a Contractor [...] when the contracting authority can document that the Contractor has otherwise committed serious mistakes that give rise to doubts about its professional integrity.'
If a Contractor will rely on the capacity of other enterprises, the enterprises shall submit separate ESPDs, cf. Part II, section 20-7 of FOR. If multiple Contractors are jointly participating in the competitive tendering process, the participating Contractors shall submit separate ESPDs, cf. Part II, section 20-7 of FOR.
