Skyss would like to receive tender offers for automated travel surveys which, with the consent of the customer, can track and summarise their trips starting from the time the trip begins, to possibly boarding one of Skyss's vehicles or vessels, to reaching their final destination. The travel surveys must cover all trips, including those that do not involve the use of Skyss's vehicles or vessels. The surveys must be automated, and require no actions other than consent from Skyss's customers. At the same time, privacy must be safeguarded in such a way that neither the tenderer, Skyss nor others are able to identify individuals from stored data.

1. Installation and operation of essential firmware (network servers/beacons) in Skyss' vehicles and speedboats in the Bergen region, with the option of expansion to several operating areas in Vestland county. Consideration must be given to installation in 1,000 vehicles and boats in the first iteration.

2. Delivery of finished reports through a web solution such as Power BI.
3. Delivery of anonymised travel data (as a basis for reports) through an API endpoint, data lake or similar solution.
4. Necessary licenses for software, both for the tenderer and Skyss (e.g. software components that must be implemented in the Skyss Reise app).

Beskrivelse av opsjoner:
Skyss would like an option for digital customer surveys based on the same infrastructure (hardware and software) that is used for the travel survey. This option will also include assistance with the design and analysis of customer surveys.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Documentation: The contracting authority will, as a starting point, obtain a credit rating of the tenderers. Credit rating based on the most recent financial figures. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

The contracting authority reserves the right to obtain the tenderers' annual accounts including notes with the board and auditor's reports from the last year.
Foreign tenderers are asked to submit their annual accounts, including any notes with the board and auditor's reports from the last two years.
If a tenderer, due to valid reasons, cannot present the requested documentation, he can prove his economic and financial position with other documentation that the contracting authority can accept.
Teknisk og faglig kapasitet:
*Tenderers must have a good reputation from equivalent assignments in the last 3 years. Documentation: Description of the tenderer's 3 most relevant assignments during the last 3 years. The description must include information about the value of the assignment, the time and the recipient (name, telephone and e-mail). References may be contacted if necessary to clarify the relevance of the assignment. However, it is still the tenderer's responsibility to substantiate relevance through the description. Tenderers must use the reference form in Annex 5.

If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certification, it is sufficient to attach a copy of the valid certificate.
*Tenderers must have relevant environmental management measures. Description of environmental management measures.
