Milling and laying surfaces on Europe and national roads in Møre og Romsdal. The contract is for work on national roads in Gjemnes, Molde, Ålesund, Ørsta, Volda, Vestnes, Rauma, Tingvoll, and Sunndal Municipalities.
An overview of the stretches is in the report 'Amount Summary and List of Stretches' from PMS.
The contractor is responsible for familiarising himself with the stretches in the contract before the start-up.
The contract includes approx. 220,000 m2 milling and approx. 40,000 tonnes of production and asphalting work.
In these contracts the builder will take CO2eq into consideration in addition to price. This will contribute to reducing the environmental consequences of the production and laying of asphalt.
See chapter D1.3 for information on which contract points are not covered by the CO2eq weighting.
The contest sum - i.e., the sum used to decide who will be awarded the contract, will be calculated by the tender price being given a mark-up based on the amount of CO2eq emissions. The tenderer with the lowest total CO2eq emissions will have no mark-up in the contest sum. For the remaining tenderers, the difference will be calculated between their tender and the tender with the lowest emissions. This difference will be priced with NOK 5 per kg CO2eq. The mark-up will, thus, be the difference given in kg CO2eq multiplied by NOK 5 / kg.

Qualification Requirement:
Tenderers must be a legally established company or a group of
tenderers that must be a legally established company.
The requirement also applies to any sub-suppliers, c.f. point 4.
Documentation requirement:
1. A certificate issued by the Business Register or an equivalent certificate for statutory registration in
country where the tenderer or group of tenderers that together make up
the tenderer, c.f. point 4.2 is established. This also applies to all sub-suppliers,
c.f. point 4.1.
2. Completion of the table given in chapter E2, point 3.1. possibly point 3.4.
Økonomisk og finansiell stilling:
Qualification Requirement:
1. Tenderers must have adequate economic and financial capacity to
fulfil the contract.
2. Tenderers must have positive equity.
Documentation requirement:
1. The tenderer's annual financial statements, annual report and audit report for the last three years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures.
2. A brief statement regarding information on the economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.
3. An overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.
4. An overview of any significant incidents that have occurred after the most recently audited financial statements are issued.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. Tenderers must substantiate why they cannot present the documentation required by the contracting authority.

Teknisk og faglig kapasitet:
2.4.1 Relevant experience
Tenderers must have sufficient experience of a relevant nature and
degree of difficulty from relevant work.
Documentation requirement:
A list of up to five but no less than three contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline.
2.4.2 The builder's experiences
Qualification requirement: The Norwegian Public Roads Administration and other builders' experiences with the tenderer will be assessed.
Tenderers are required to show references to relevant contracts that they have carried out in a satisfactory manner.
Conditions that will be evaluated are connected to, amongst other things:
• documentation of completed quality
• fulfilment of contracts
• compliance with provisions and procedures for HSE
• compliance with provisions for wages and working conditions
• observance of deadlines
• follow-up during the warranty/claims period
• use of apprentices
The qualification requirement is to be documented through the list described above in point 2.4.1.
2.5 Management systems for the working environment, environment, and quality.
2.5.1 Safety, health and work environment system. Qualification requirement:
Tenderers must be certified, or in the process of being certified, in accordance with NS ISO 45001:2018 Management systems for working environment - requirements and guidance for use.
2.5.2 Accident frequency (H1-value)
Qualification requirements: Tenderers and their central contractual partners ought to have an average H1 value that is lower than 15 for the last three years.
If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.
If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.
The F-value shows the number of absence days of employees/hired labour due to injury per 1 million hours worked. Absence days means all entire absence days (except Saturdays, Sundays, and Bank Holidays) that the employee is absent due to an absence injury regardless of the working hours scheme. An absence injury is seen as an unwanted event that involves employees/hire labour by the contractor that has led to 100% absence beyond the date of the injury, and where the person in question is not back in ordinary or alternative work. If the absence injury resulted in death within one year of the date of the event, this will be seen as 7500 absence days.

2.5.3 Environment
Qualification requirement: Tenderers must be certified, or in the process of being certified, in accordance with NS-EN ISO 14001:2015 Management systems for the environment - specification with guidance, EMAS - EU Eco-Management and Audit Scheme, or Eco-Lighthouse for the relevant branch group. The certified system must be relevant for equivalent transport projects.
