Qualification Requirement:
Tenderers must be a legally established company or a group of
tenderers that must be a legally established company.
The requirement also applies to any sub-suppliers, c.f. point 4.
Documentation requirement:
1. A certificate issued by the Business Register or an equivalent certificate for statutory registration in
country where the tenderer or group of tenderers that together make up
the tenderer, c.f. point 4.2 is established. This also applies to all sub-suppliers,
c.f. point 4.1.
Økonomisk og finansiell stilling:
Qualification Requirement:
• Tenderers must have positive equity.
• An average annual turnover of minimum NOK 30 million in
previous financial years.
• Tenderers must have an equity ratio of at least 10 %.
• Credit assessment: Credit worthy
Documentation requirement:
1. The tenderer's annual financial statements, annual report and audit report for the last three years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures.
2. A brief statement regarding information on the economic conditions or losses that are not documented other places, and that are required to be documented in accordance with Norwegian and/or international accounting standards.
3. An overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.
4. An overview of any significant incidents that have occurred after the most recently audited financial statements are issued.
5. The contracting authority will obtain a credit rating from Experian. Tenderers must achieve a minimum rating of “creditworthy”. Tenderers are expected to have familiarised themselves with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If a tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. Tenderers must substantiate why they cannot present the documentation required by the contracting authority.

Relevant experience
Qualification Requirement:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work.
Documentation requirement:
A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. The list must, c.f. the form included in chapter E, include the following for each of the contracts:

• Name of the recipient (contracting authority)
• Description of the nature of the contract works, including the relevance in relation to the qualification requirement.
• Description of work that was carried out by the tenderer himself and a description of work that was carried out by sub-contractors (contract facilitators).
• The date of the assignment
• The value of the contract.
• Reference person/contact person at the contracting authority with contact information (telephone number and email address) and a statement of the person’s role at the contracting authority during the contract. The tenderer is responsible for ensuring that reference persons are available and will provide a reference.

2.4.2 The builder's experiences
Rogaland County and other builders' experiences with the tenderer will be assessed.
Tenderers are required to show references to relevant contracts that they have carried out in a satisfactory manner.
Conditions that will be evaluated are connected to i.a.:
• documentation of completed quality
• fulfilment of contracts
• compliance with provisions and procedures for HSE
• compliance with provisions for wages and working conditions
• observance of deadlines
• follow-up during the warranty/claims period
• use of apprentices
The qualification requirement is to be documented through the list described above in point 2.4.1.
2.4.3 Feasibility
1. The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract.
2. Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.
1. A statement of the tenderer's average workforce and the number of employees in the management in the last 3 years.
2. A description of the staff that the tenderer has at his disposal to carry out the sub-contract.
As a minimum one work term per sub-contract must be presented.
3. An organisation plan and a description of the organisation for each sub-contract.
4. A description of the tools, material and technical equipment that the tenderer has at its disposal for each sub-contract.
5. CVs and job descriptions for key persons in each work team, cf. chapter C, including the following resources for each sub-contract. See the requirements in accordance with a certificate of apprenticeship. A key person can have one or several roles.
