The contracting authority's goal with the procurement is to enter into contracts for technical consultancy in connection with DNS's modernisation project. Contracts will be entered into for the delivery of consultancy work from dedicated resources within the following disciplines: 1. Architect (Norwegian: ARK/SØK) 2. Consulting engineer, construction work (Norwegian abbreviation: RIB) 3. Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length.

Documentation: Credit rating from a certified credit rating agency, based on the last fiscal figures. The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.

Teknisk og faglig kapasitet:

Requirement 1: 8.5.1 Requirement for experience from similar assignments - Reference projects: Tenderers must have good experience from carrying out similar deliveries/comparable assignments for the contract areas/lots for which they submit tender offers. Similar assignments means cultural buildings/public buildings, protected buildings and/or buildings of an equivalent size and complexity with universal design. The tenderer is required to deliver a written statement of satisfactory performance of the reference works from the references they provide. The contracting authority's own experience as well as experience from other contracting authorities will be included in the assessment of experience from similar assignments. If the contracting authority has had its own experiences with the tenderer, this will be taken into equal consideration as the other references.

Documentation: A description (including a written statement from the client) of the tenderer's most relevant assignments in the last 5 years per contract area for which the tenderer is submitting an offer. Part I Annex 5 Reference Form including the statement to be filled out for each reference project.

Requirement 2: 8.5.2 Quality management: Tenderers must have good procedures for quality management.

Documentation: Documentation must be given in one of the following ways: Alternative 1: A description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management´s responsibility, and continuous analysis and improvement. Alternative 2: If a tenderer holds ISO 9001:2000 certification or the equivalent, this can be enclosed.

Requirement 3: 8.5.3 Qualifications that correspond to the requirements for central certification: ARCHITECT: Tenderers must have qualifications that correspond to the requirements for central certification in development class 2 in the certification disciplines: "applicant" and "engineering designer" for architecture.

OTHER DISCIPLINES/LOTS: Tenderers must have qualifications equivalent to the requirements for central certification for development class 3 for the following certification disciplines: "engineering design".

Documentation: Documentation must be given in one of the following ways:

Alternative 1: Documentation of central certification within relevant disciplines, certification areas and development class. Alternative 2: Alternative documentation demonstrating that the tenderer has the necessary and relevant professional qualifications to implement measures within the relevant discipline, certification area and development class.

NS 8402 is used for the contract terms with the changes and additions that follow from the contracting authority's agreement form and contract annexes. The contract contains requirements relating to wages and working conditions.

Tenderers will be selected based on reference projects. See point 9.1 of the Tender Documentation: Under this criteria, the degree of relevance of the described comparable assignments (see the Qualification Requirements 8.5.1 above) to this procurement, how comprehensive the tenderer's experience is, as well as the satisfaction of the client (the result) are assessed. It considered especially positive if the reference projects are related to theatres and/or protected buildings. The tenderer is required to deliver a written statement of satisfactory performance of the reference works from the references they provide. The contracting authority's own experience as well as experience from other contracting authorities will be included in the assessment of experience from similar assignments. If the contracting authority has had its own experiences with the tenderer, this will be taken into equal consideration as the other references.
