The law on certain conditions for political parties (the Party Act) came into force on 1 January 2006. The Party Law Committee is a central part of the system for checking that the political parties comply with their obligations in accordance with the Party Act.
The Party Audit Committee [Norwegian abbreviation: PRU] assists the Party Law Committee in checking the law´s provisions so that the law´s intention of transparency regarding financing for the political parties´ economy and thereby also counteracting corruption and other unwanted connections are strengthened.
The Party Audit Committee [Norwegian abbreviation: PRU] consists of two members. The appointment period for the current manager of the Party Audit Committee [Norwegian abbreviation: PRU] expires in September 2022, while the appointment period for the other member of the Party Audit Committee runs until new members are appointed.
The members of the Party Audit Committee are appointed by the Party Law Committee. The committee is to appoint two new members who must be registered, state authorised or certified as responsible auditors in accordance with the Auditor Act, chapter 3.

In order to strengthen independent checks on financing for the registered political parties, the trade and politically neutral inspection organ Party Audit Committee (PRU) was established through a change in the law in 2013. The Party Audit Committee [Norwegian abbreviation: PRU] assists the Party Law Committee in checking the law´s provisions so that the law´s intention of transparency regarding financing for the political parties´ economy and thereby also counteracting corruption and other unwanted connections are strengthened.

The contract period is valid from the date of contract signing until 18 September 2026. The members will be appointed for the Party Audit Committee from 18 September 2022 until 18 September 2026. The duration is intended to allow the tenderer to begin preparatory work until appointment.

The agreement's total value is estimated to NOK 2.2 million for both auditors. The expected consumption amounts to NOK 1.8 million excluding VAT. The estimate does not represent any obligation for the contracting authority and will depend on the scope of the routine inspections and the number of special assignments as well as consulting thereof.

Requirements: The tenderer must be a legally established company.

Documentation:

Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorship not required to register.

Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Requirement: Paid taxes and duties.

Documentation:

A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, among other things, being creditworthy without any requirement for collateral will be adequate.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

Requirement: The tenderer must have sufficient ability and experience to carry out the delivery.

Documentation:

A description of the tenderer´s up to three most relevant assignments in the last five years, together with information on the contract value, date for delivery or execution, and the name of the recipient. Relevant assignments mean auditing political parties, other voluntary organisations or equivalent. The tenderer is responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.
