The incentive scheme for film and series products is one of the government's policies to achieve the general political goals in the film area, cf. White Paper 1 S (2021-2022).
In its political platform the government has notified that it will 'review the film incentive scheme with the goal of securing more film productions in Norway'. The Ministry of Culture would like to have an external analysis of the scheme carried out in order to assess the need for changes.

The incentive scheme for film and series products is one of the government's policies to achieve the general political goals in the film area, cf. White Paper 1 S (2021-2022). The scheme is managed by Norsk filminstitutt (NFI). Pursuant to the regulations dated 16 December 2015, no. 1684 on the incentive scheme for film and series productions, the scheme's purpose is to contribute to increasing the number of large international film and series productions in Norway in order to promote Norwegian culture, history, and nature. Furthermore, it will contribute to increased experience and knowledge in the Norwegian film industry, stimulate growth, a sustainable Norwegian film industry, and increased international cooperation.

The analysis must include:
1. An assessment of the socio-economic profitability of the incentive scheme for film and series productions. An account ought to be given here of what assumptions the analysis is based on (e.g., access to competent staff, infrastructure, competition from other countries, etc.).

2. An assessment of the effects of a changed direction of the scheme, including how such changes will affect socio-economic profitability and the scheme's goal achievement. The analysis ought, as a minimum, assess the following types of changes:
3. When relevant, the analysis ought to be based on and refer to existing reports and analyses of the Norwegian incentive scheme and other countries' incentive schemes.

Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation:
Description of up to 5 relevant assignments in the last 3 years with an indication of the assignment value, date and recipient (name, telephone and email). Relevant assignments means analyses that cover socio-economic effects of public measures, analyses of the effect of public policies, or analyses of cultural political policies. It is the tenderer's responsibility to confirm relevance through the description.
