Stavanger kommune

Stavanger Municipality, Sandnes Municipality - Sandnes Eiendom, Sola Municipality, and Randaberg Municipality, hereafter called the contracting authority, extend an invitation to a contest for a framework agreement for alarm reception services from lifts, break-ins, and associated turn-out services.
The contracting authority is not a legal entity. The municipalities use joint tender documentation, but will enter into separate contracts with the winning tenderer and are to be considered as 4 separate contracting authorities with different delivery and invoicing addresses.
Stavanger Municipality has the secretariat function for this contest and will be responsible for all contact with tenderers on behalf of the contracting authorities until a contract has been signed.

Kort beskrivelse:
The framework agreement shall cover the contracting authority´s need for receiving alarms from lifts, break-ins and associated turn-out services for municipal buildings and residences at the contracting authority.
The contest does not apply for turn-out services for technical alarms and receiving alarms with turn-out services for fire, patient signalling installations, assault alarms, safety alarms, water and sewage, permanent and mobile rounds by security guards, alcohol licensing inspections, turn-outs of security guards when required, etc. The contracting authority will decide on the interface between the contracts in question.

Stavanger Municipality
Stavanger Municipality currently has approx. 275 alarm installations that are connected to the alarm station. These are connected to the alarm reception centre via Addsecure alarm senders. There are currently approx. 202 lifts with tranmission to the alarm station, with several buildings having more than one lift.

In Rennesøy there are 18 locations with a connection to the alarm station, including both lift alarms and break-in alarms. In addition there are locations connected to the alarm reception centre in Finnøy and the surrounding areas. The security guard company must have the capacity to cover all the locations within Stavanger Municipality.

Sandnes Municipality - Sandnes Eiendom (SE).
Sandnes Eiendom currently has approx. 99 break-in alarms and approx. 177 alarms in lifts that are connected to the current provider's alarm station. SE does not have technical alarms. SE has key boxes at many of its buildings, independent of the Brann Service's key safes in South Rogaland. All the alarms are connected to the alarm reception centre via AddSecure alarm senders. The above amount includes alarms located in Forsand that are not connected to the existing provider and that are to be connected. This means that the tenderer must also provide similar services in Forsand to those provided in Sandnes. There are 6-7 buildings in Forsand that will be included. There can be changes here in the contract period if there are changes to the municipality structure in Sandnes Municipality.

Sola Municipality.
Sola Municipality has 25 buildings with lift alarms, with a total of 28 lifts.
Randaberg Municipality
Randaberg Municipality has a total of 40 buildings (our 3 schools have several separated parts). 19 of these buildings are connected to a theft alarm. 2 are connected to technical alarms (turn-out ourselves after notification from the tenderer). We have a total of 21 lifts that include 2 lifting platforms that are connected to lift alarms.

All the lift alarms in Sola Municipality are routed to the Fire Service.
An overview of buildings and residences, as well as contact persons, will be given to the winner of the contest.
The framework agreement does not mean that the contracting authority is obliged to procure a specific volume. The volume can differ from that mentioned above as a result of changes to, amongst other things, financial framework conditions, changing needs, the market situation and political decisions.
