Parallel framework agreements with several tenderers for air transport hire. The procurement is for the hire of entire planes, and will cover the contracting authority's need for flights for military personnel with baggage and materiel, as well as flights for only goods, when the contracting authority cannot cover the need itself and through associated contracts, or through military supply channels.
The estimated value of the framework agreement including options is NOK 360 million excluding VAT. The maximum value of the framework agreement is set to NOK 400 million excluding VAT.

Qualification requirement 1: Tenderers must have their affairs in order with respect to the payment of tax and VAT. Documentation requirement 1: Tax certificate not older than 6 months from the application deadline. Tax certificates means: For Norwegian tenderers: Certificates issued by the Tax Collector or the Norwegian Tax Administration or VAT, Tax, Employer Contribution. Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Qualification requirement 2: Tenderers must be registered in company register, professional register or a trade register in the country where the tenderer is established. Documentation requirement 2: Norwegian tenderers: Company registration certificate. Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Qualification requirement 3: Tenderers must meet the statutory requirements in Norway with regard to health, safety and the environment (HSE). Documentation requirement 3: Filled in and signed HSE self-declaration in accordance with FOSA appendix 2. You can use the attached template, see Prequal Annex 4 (HSE declaration).

Økonomisk og finansiell stilling:

Qualification requirement 1: Tenderers must have the required economic and financial capacity to fulfil the framework agreement. Documentation requirement 1: Credit rating from a certified credit rating agency, based on the last fiscal figures. The rating must not be older than 3 months. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Teknisk og faglig kapasitet:

Qualification Requirement 1: Tenderers must have good experience from similar deliveries. Similar deliveries means the hire of entire planes for the transport of personnel with baggage, materiel - flights of minimum 800 persons in 48 hours or 2 days and/or goods such as large vehicles, weapons, ammunition, etc. Documentation requirement 1: An overview of the tenderer's 5 most similar and relevant assignments for the Norwegian Armed Forces in Norway, NATO, and EU countries in the last 5 years. The overview must include a statement of the annual frequency of the deliveries, the assignment's value, date, recipient (name, telephone number, and email address), a description of the delivery's complexity including: Flights to various geographical destinations such as, amongst others, Africa and the Middle East, including Afghanistan, the use of different types of aircraft for fulfilment of the deliveries, flights with oversized and/or outsized goods. It is the tenderer's responsibility to document good experience from similar deliveries through the overview. The overview must be minimum 2 A4 pages per reference. Information on pages that exceed this limit will not be an object for evaluation.

Qualification requirement 2: Tenderers must have a good and well-functioning quality assurance system. Documentation requirement 2: Description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 45001 or equivalent standards, it is sufficient to present a copy of a valid certificate. The description must be maximum 1 A4 page. Qualification requirement 3: Tenderers must have a good system for ICT security. Documentation requirement 3: A description of the tenderer's measures for ICT security that have been implemented in the company. If a tenderer is certified in accordance with ISO 27001 or equivalent standards, it is sufficient to present a copy of a valid certificate. The description must be maximum 1 A4 page. Qualification requirement 4: Tenderers must have a good environmental management system. Documentation requirement 4: A description of environmental management measures that have been implemented in the company, including reporting abilities on climate gas emissions. If a tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate. The description must be maximum 1 A4 page.
