The tender applies to an agreement for the lease of 15 new coffee machines for 3 years with an option for up to two years extension for the delivery of the same brand and the same model for placement on a bench. We want to hire fresh brewer coffee machines of that both brew (under pressure) coffee from whole beans and make cocoa, as well as coffee with dairy products (milk powder). The machine must also heat water for tea, All necessary consumables must also be offered, such as coffee, cocoa and additional products for the coffee machines as well as a service agreement.
The estimated value for the hire agreement and consumables is NOK 500,000 including VAT per annum (2019). The total value of the agreement is estimated to be between NOK 1,500,000 and NOK 2,500,000 excluding VAT.

The estimated value for the hire agreement and consumables is NOK 500,000 including VAT per annum (2019). The total value of the agreement is estimated to be between NOK 1,500,000 and NOK 2,500,000 excluding VAT.
The tenderer shall deliver 15 machines ready installed and ready for use. The installation must be priced separately and must i.a. include connection to water and electricity, as well as installation of aqua-stop or equivalent. The contracting authority provides normal power (double 16 amps) and water supply.

The coffee machines shall not include any kind of payment method.
The coffee machines must be replaced if the functionality is reduced and / or subject to a lot of downtime and repairs. The coffee machines shall be replaced by similar or improved coffee machines than those offered, while the hire price shall be kept constant with the exception of the agreed annual price adjustment.

The tenderer must offer good service in the form of adequate periodic maintenance and inspection, as well as a rapid response if a coffee machine stops working.
The Norwegian Water Resources and Energy Directorate (NVE) has good opportunities for interim storage of goods. The tenderer must have delivery routines that ensure that there are always available goods when needed and that the goods are adapted to NVE's storage options.

In 2019, 1772 kg of coffee beans, 250 kg of cocoa powder and 160 kg of milk powder were purchased. 2019 will form the basis for calculating prices as we have available statistics. However, cannot guarantee corresponding consumption during the agreement period. I.a more use of home office can affect the consumption. Consumption of consumables together with rent expenditure will be the basis for invoicing, not the estimates.

The tenderer shall, as an option, be able to offer delivery of an assorted selection of tea. In 2019 the Norwegian Water Resources and Energy Directorate (NVE) purchased approx. 753 packages of tea bags.
The contracting authority shall have the opportunity to change coffee type and cocoa type during the agreement period.
The coffee machine is inspected / maintained / cleaned by the daily cleaning staff of the premises. There must be simple requirements for maintenance and good service schemes. Free training of the staff shall be offered at the beginning of and during the agreement period. The coffee machine should have required capacity to refill coffee and cocoa, empty the coffee grounds and waste water container only once a day. The machine must notify when it out of coffee or cocoa or the coffee grounds container or wastewater container is full. It must be easy to refill coffee and cocoa or empty the coffee grounds container or wastewater container

certification body shall be submitted.
The tenderer can get the tender approved without presenting an official
approved environmental management system if they can guarantee
that such system will be in operation within two years
after the date the agreement is signed.
