Kort beskrivelse:
The activity portal project has identified several users who have somewhat different needs in the platform, and who must have different access in the system, based on their role. The users are:
- Activators need a tool to organise activities and communicate with resource persons
- Health employees have to know what is planned for the residents, and be able to manage participation based on health considerations
- Relatives need an information channel where they can see what is planned, set up activities, and register themselves as a resource, as well as communicate with the organisers
- The manager at the volunteers centre must be able to make their resources available through the system, and communicate with employees/activators around activities
- Residents must (in cases where it is appropriate) be able to register themselves for activities, and get an overview of what is planned
- Volunteers must be able to get information on, and communicate around, activities at HVS where they can help out.
Furthermore, there are two other units in the municipality that have expressed a need for a similar system as HVS. These are the physiotherapy service, with a need for digitalising the organisation of exercise groups for seniors, and the qualification centre for immigrants (INN), which need to digitalise interaction with volunteers for housing refugees. These two units have concurrent needs with the activity portal as regards organisation, planning, and communication around activities, but with some adaptations, and are therefore included in this procurement.

Further details on the contract are in the contest documents, section 2 Contract. An extended description of the background, needs, and all the requirements for the trade system are in annex 1.
The aim of the procurement is to enter into a contract with one tenderer that has a digital platform system that can be adapted to these needs. This is a SaaS service that is available over the internet, and locally on offline units where necessary. The platform must give employees, relatives, and volunteers an interaction system that makes it easier and more efficient to plan and organise activities, in order to increase the amount of activities for residents at HVS. The platform must be adapted in close collaboration between the contracting authority and the tenderer.

The tenderer will own the trade system after it has been developed, and investment in the development of the trade system is a prerequisite. The aim is that the municipalities have continual access to an interaction platform that is kept updated and further developed throughout the trade system's lifetime. Those municipality will enter into a contract for continual delivery of the interaction platform service when the development is complete and the trade system is approved.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company. Documentation requirement: Norwegian tenderers shall enclose a company registration certificate. Foreign tenderers must present proof of registration in a company register or in a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the assignment.
Minste nivå(er) av standarder:
Tenderers must be creditworthy, minimum score A. The creditworthiness against a guarantee is not accepted. For recently established tenderers a certificate showing score A/N is sufficient. Documentation requirement: Credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The evaluation will be based on the last known fiscal figures with an indication of how the credit rating has developed during the last three years. The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

Tenderers have, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. Tenderers must use environmental management measures when fulfilling the contract.

Minste nivå(er) av standarder:
Tenderers must have carried out equivalent deliveries to minimum one large Norwegian municipality in the last three years. Documented by: A list of the tenderer's most relevant assignments in the last 3 years. The list must contain information on the nature of the assignment, including why the assignments are relevant for this procurement, the value of the assignments, the time of delivery and duration of the assignments and the name of the recipients. Tenderers must as a minimum use environmental management measures, cf. the self-declaration for environmental management measures attached to the tender documentation. Documentation requirement: A completed self-declaration on environmental management measures.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contracting authority requires that the tenderer's wage and working conditions are in accordance with generally applicable collective agreements or nationwide collective agreements for the relevant area covered by the contract. Wage and working conditions are in this context defined as provisions on minimum working hours, wages, including overtime supplements, shift and rota supplements and inconvenience supplements and coverage of expenses for journeys, food and lodgings, to the degree that such provisions are in the tariff agreement.
