The health trust in Helse Nord will procure new access cards for all of its approximately 20,000 employees. Furthermore, NFC card readers must be acquired for all approximately 13,500 stationary clients.
It is estimated that a maximum of 70,000 access cards will be acquired during the agreement period (including extensions) (framework agreement). It should be clarified that the estimate indicated is only an estimation, and is not binding for purchases made throughout the life of the agreement. Furthermore, an agreement will be entered into for the procurement of 13,500 NFC card readers (purchase agreement) with an option for a further 2,000 card readers.
The competition is divided into two sub-competitions for access cards and NFC card readers, respectively.

It must be taken into account that the new access cards must be able to be used with the current services, as well as new digital keys based on FIDO2. The access cards must also support various types of access control systems that are used by the healthcare trusts in Helse Nord.

The intended uses of the access cards are ID cards, authentication of PCs, access control, secure printing, collection of clothing and parking. Functionality such as e-prescriptions, core journal and registration of blood samples is assumed not to be used in the first place with the access cards that are now being procured. However, this could be relevant in the long term if the technology allows for this in a secure manner.

The aim is to establish a framework agreement with 2 external tenderers who can deliver access cards with the desired additional services. Tenderers must have broad competence and access to a broad product assortment, and must be capable of putting together good systems based on the requirements set by Helse Nord RHF with the underlying company's current and future needs.

The intended use of the NFC card readers is multi-factor authentication for logging into PCs and applications. As NFC card readers are to be used for logging in and out of PCs and applications, it is important that they are user-friendly and well-suited for use in an efficient and hectic everyday work. Furthermore, it is important that the offered card readers are suitable for use by health organisations with the requirements that this entails in regards to cleaning and wear tolerance.
