Registration in a professional register.
Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification
Foreign tenderers must submit documentation of registration in a professional register. (Norwegian tenderers: company registration certificate, not older than 6 months from the deadline for receipt of tenders)

Norwegian tenderers shall present a tax and VAT certificate from the Norwegian Tax Authority. The certificate must not be older than 6 months from the tender deadline.

Economic and financial capacity
Tenderers shall have sufficient economical and financial capacity. This must be substantiated by presenting the following: The tenderer's annual accounts for the last three years which include: the board's annual report, profit and loss accounting, balance sheet, notes, auditor's report. If a tenderer has any valid reasons for not being able to provide the documentation requested by Statskog, the tenderer may prove its economic and financial position with any other document that is acceptable to Statskog. If a tenderer has such valid reasons, he may contact Statskog in writing in order to clarify which other documentation is acceptable.

Teknisk og faglig kapasitet:
The portion of the contract to be performed by sub-contractors.
The tenderer is considering to leave the following part (percentage) of the contract to sub-suppliers. Note that if a tenderer has decided to leave a part of the contract to sub-suppliers and rely on sub-suppliers' capacity to carry out this part, a separate ESPD is required for such sub-suppliers, see part II, section C above.

Requirements for technical and professional qualifications - assignments for the last three years
The tenderer shall provide an overview of the largest and most important assignments executed in the last three years, including the assignments' date of execution, recipient, value. If a tenderer believes he has a valid reason as to why he is unable to present the overview as requested by Statskog, he can contact Statskog in writing in order to clarify whether this is a reason that Statskog can accept.

Requirements for technical and professional qualifications - competence and experience
The tenderer must provide information on who will be responsible for the assignment and the competence and experience of those who will carry out the assignment, including sub-contractors. The tenderer must verify competence in the Norwegian PEFC Forest Standard, by presenting course certificates, attestations or declarations. This applies to all heads of departments / forestry managers, machine operators and supervisors within forest cultivation. Completed PEFC courses cannot be older than five years. The Norwegian PEFC Forest Standard will be revised in 2022. The tenderer must have a plan for the heads of departments / forestry managers, machine operators and supervisors in forest cultivation to complete a new PEFC course within one year after a new standard has been adopted, and this must be given in the statement. The tenderer must be certified in accordance with ISO 14001 with the Norwegian PEFC Forestry Standard as the environmental requirement before the deadline for receipt of tenders. The tenderer must be certified in accordance with ISO 9001 by the deadline for receipt of tenders.

Requirements for technical and professional qualifications - machines, tools and technical equipment
The tenderer must provide an overview of the machines, tools and technical equipment at the tenderer's disposal, as documentation that the assignment can be executed in a satisfactory manner. The tenderer must describe whether the machines and equipment at disposal are equipped with the 'Best available technology' (BAT) where relevant, based on the risk of pollution and other serious environmental impacts, cf. the Norwegian PEFC Forestry Standard. The Norwegian PEFC Forestry Standard. This must be given in the statement. The tenderer shall have at disposal felling machines with modern systems for computerised marking for cross cutting. This must be given in the statement.
